2. Increase housing opportunities for homeless and extremely low-income <br />households. 15,000 additional supportive housing units will provide affordable <br />housing and services to extremely low-income persons and families. <br />3. Deliver flexible services to support stability and independence. Culturally <br />competent, accessible, and coordinated support services must accompany housing. <br />Such services will help people increase their independence, improve their quality of <br />life and retain their housing even through crises. Over time, these services create a <br />significant reduction in the use of costly emergency medical and social services. <br />4. Measure success and report outcomes. Evaluating outcomes will ensure <br />accountability to the broader community and allow participating agencies and <br />government entities to measure success and target resources toward best practices. <br />5. Develop long-term leadership and build political will. Success will be achieved by <br />establishing a leadership structure and community engagement to support creative <br />solutions to homelessness and sustain systems change activities. <br />Progress so far: <br />Since the launch of Everyone Home, partners have: <br />• Secured 353 additional housing vouchers or operating subsidies <br />• 127 new units under development <br />• Dedicated $7 million additional dollars to services for the targeted populations. <br />Everyone Home will achieve the following Objectives for FY 08-09: <br />• Increase the number of cities with local implementation strategies from 2 to 10 <br />• Partners bring on line 1,000 new homes through vouchers and/or capital development <br />• 2,000 homeless households obtain permanent homes <br />• Decrease by 15% the average number of days people spend homeless before finding <br />homes by 6/30/09 <br />• Launch a new Homeless Prevention Program that will serve 200 households annually <br />• Convert 1,200 General Assistance recipients to Supplemental Security Income <br />• Implement program(s) similar to Direct Access to Housing (DAH) and/or a Safe Haven <br />• Plan for an evolution of the Emergency Care system with providers & funders <br />• Create a consumer housing data base <br />Local Support of Everyone Home Plan <br />The City of San Leandro was the first jurisdiction in the HOME Technical Advisory Consortium <br />(HOMETAC) to adopt Alameda County's Everyone Home Plan. The Human Services <br />Commission (HSC) approved the Everyone Home Plan on July 26, 2006. The City Council <br />adopted the Everyone Home Plan on November 20, 2006. <br />The City will be working with a local expert on homelessness, Building Futures with Women <br />and Children, to draft its own Homeless Plan to align with the major goals of the County's <br />Everyone Home Plan, although objectives will vary according to the City's needs.
