FY 2008-2009 Consolidated Action Plan 4 March 17, 2008 <br />facility improvements for non-profit agencies serving the community. The City will continue to <br />allocate funds for the proposed new Senior Center, which is a high priority of the City Council, <br />Senior Services Commission, and senior residents. Previously, the City allocated CDBG funds <br />for site acquisition, a feasibility study, and designs/plans. Last year, the City allocated $535,951 <br />in CDBG funds for the Senior Center. For FY 2008-09, $357,610 in CDBG funds will be <br />allocated for the Senior Center, and $155,000 will be allocated to various non-profit agencies for <br />facility improvements in these amounts: <br />• $50,000 Building Futures with Women and Children in San Leandro (domestic <br />violence shelter irriprovements) <br />• $40,000 Family Service Counseling and Community Resource Center, 2208 San <br />Leandro Blvd., San Leandro (facility and energy efficient improvements) <br />• $40,000 Spectrum Community Services/SOS Meals on Wheels, Hayward (new <br />• centralized kitchen facility; 48% ofhome-delivered meals are for San <br />Leandro residents, among other vital services) <br />• $25,000 Bay Area Community Services, Hayward (adds three new handicap- <br />accessiblebeds and two new accessible bathrooms at Woodroe Place, a <br />12-bed crisis residential treatment facility for adults with severe mental <br />illness that serves approximately 18 local residents annually). <br />For the CDBG general administration budget, the total allocated is $144,184, which is the <br />amount available under a 20% spending cap in accordance with HUD regulations. In addition to <br />the fair housing activity allocated under the administration budget, the County Continuum of <br />Care staffing budget is covered under the CDBG administration costs at the same cost as last <br />year ($6,755). Each city in the County Continuum of Care Consortium has been designated a <br />pro rata funding request. <br />The City proposes to use its HOME funds to assist in the acquisition, rehabilitation and/or <br />construction of potential affordable rental housing projects. <br />Current City Council Policy <br />Current Council Policy is defined by the FY 2005-09 Consolidated Plan, adopted by <br />Resolution No. 2005-046 on April 18, 2005. In addition, the Consolidated Plan conforms <br />to the City's Housing Strategy, which the Council approved in Spring of 2004 and <br />addresses the affordable housing goals of the Consolidated Flan. <br />Previous City Council Action(s) <br />N/A <br />City Council Committee Review and Action <br />On February 14, 2008, City staff made a presentation to the City Council Business and <br />Housing Development Committee on the proposed draft FY 2008-09 Action Plan for <br />its review. No Committee action was taken subsequent to this meeting. <br />Applicable General Plan Policy <br />The Consolidated Plan addresses the goals of the Housing Element of the General <br />Plan, such as increasing the supply of affordable for-sale and rental housing, providing <br />
