FY 2008-2009 Consolidated Action Plan 4 March 17, 2008 facility improvements for non-profit agencies serving the community. The City will continue to allocate funds for the proposed new Senior Center, which is a high priority of the City Council, Senior Services Commission, and senior residents. Previously, the City allocated CDBG funds for site acquisition, a feasibility study, and designs/plans. Last year, the City allocated $535,951 in CDBG funds for the Senior Center. For FY 2008-09, $357,610 in CDBG funds will be allocated for the Senior Center, and $155,000 will be allocated to various non-profit agencies for facility improvements in these amounts: • $50,000 Building Futures with Women and Children in San Leandro (domestic violence shelter irriprovements) • $40,000 Family Service Counseling and Community Resource Center, 2208 San Leandro Blvd., San Leandro (facility and energy efficient improvements) • $40,000 Spectrum Community Services/SOS Meals on Wheels, Hayward (new • centralized kitchen facility; 48% ofhome-delivered meals are for San Leandro residents, among other vital services) • $25,000 Bay Area Community Services, Hayward (adds three new handicap- accessiblebeds and two new accessible bathrooms at Woodroe Place, a 12-bed crisis residential treatment facility for adults with severe mental illness that serves approximately 18 local residents annually). For the CDBG general administration budget, the total allocated is $144,184, which is the amount available under a 20% spending cap in accordance with HUD regulations. In addition to the fair housing activity allocated under the administration budget, the County Continuum of Care staffing budget is covered under the CDBG administration costs at the same cost as last year ($6,755). Each city in the County Continuum of Care Consortium has been designated a pro rata funding request. The City proposes to use its HOME funds to assist in the acquisition, rehabilitation and/or construction of potential affordable rental housing projects. Current City Council Policy Current Council Policy is defined by the FY 2005-09 Consolidated Plan, adopted by Resolution No. 2005-046 on April 18, 2005. In addition, the Consolidated Plan conforms to the City's Housing Strategy, which the Council approved in Spring of 2004 and addresses the affordable housing goals of the Consolidated Flan. Previous City Council Action(s) N/A City Council Committee Review and Action On February 14, 2008, City staff made a presentation to the City Council Business and Housing Development Committee on the proposed draft FY 2008-09 Action Plan for its review. No Committee action was taken subsequent to this meeting.
