PY 2008-2009 Consolidated Action Plan <br />March 17, 2008 <br />opportunities for home ownership, preserving and rehabilitating existing affordable <br />owner-occupied and rental housing, and addressing special needs populations. <br />Permits and/or Variances Granted <br />N/A <br />Environmental Review <br />National Environmental Protection Act (NEPA) and California Environmental Quality <br />Act, the latter when applicable, review will be conducted for each project or activity <br />approved by the City Council. Neither CEQA nor NEPA apply to the FY 2008-09 <br />Consolidated Action Plan. <br />Code Compliance Review <br />N/A <br />Board/Commission Findings <br />N/A <br />Summary Of Public Outreach Efforts <br />A notice of the public hearing (with partial translations in Chinese and Spanish) was <br />published in the Daily Review on February 27, 2008. A summary of the Annual Action <br />Plan was also published in the Daily Review. The Plan will be available at City Hall, in <br />the Main Library, and on the City's web site fora 30-day comment period from March 19 <br />-April 21, 2008. A second public hearing will be held on Apri121, 2008. <br />Fiscal Impact <br />HUD will enter into contract with the City for the grant amount. The grant is on a <br />reimbursement basis with funds being reimbursed by HUD after expenditure by the City <br />for activities designated in the Consolidated Action Plan. <br />Budget Authority <br />Budget authority is derived from Title I of the Housing and Community Development <br />Act of 1974 (24 CFR 570 et seq.). <br />Attachments: <br />A. Summary of the FY 2008-09 proposed activities and funding amounts <br />B. Draft FY 2008-09 Annual Action Plan (for CDBG and HOME Funds) <br />CONCLUSION <br />Staff recommends the City Council hold a public hearing, provide direction to staff on the <br />FY2008-09 Annual Action Plan, make the Plan available for public comment for a period of 30 <br />days from March 19 - Apri121, 2008, and set a public hearing for Apri121, 2008 to consider <br />final approval of the Plan. <br />
