• Elements of this project were taken from the City Council San Leandro/BART Area <br />Revitalization Strategy, as well as the Downtown Plan and Urban Design Guidelines <br />Previous City Council Action(s) <br />• A City Council Work Session was held in February 2003 to discuss possible <br />improvement projects for the downtown area. The proposal for the installation of the <br />downtown decorative lighting was favorably received by the Council Members <br />• Closure of the West Joaquin entrance was approved by the Facilities Committee on <br />March 22, 2006 <br />City Council Committee Review and Action <br />• City Council appointed advisory committees were established for the development of <br />the Central San Leandro/BART Area Revitalization Strategy and the Downtown Plan <br />and Urban Design Guidelines <br />• Facilities Committee approved the closure of the West Joaquin pedestrian plaza at its <br />March 22, 2006 meeting <br />• On September 4, 2007 by Resolution 2007-116 the City Council certified the TOD <br />Strategy Enviromnental Impact Report <br />Applicable General Plan Policy <br />• Complies with General Plan Policy Focus 42.03 for Urban Design Improvements. <br />This policy calls for the use of urban design elements such as: bollard pavers, <br />fountains, signage, tree lighting, and street furniture to establish a stronger design <br />identity for San Leandro's commercial areas and create a more inviting street <br />environment for pedestrians <br />• Complies with the Downtown Transit-Oriented Development (TOD) Strategy <br />Permits and/or Variances Granted <br />~ No variances are required for this project <br />Environmental Review <br />• A CEQA categorical exclusion was filed for the new ortlamental street lighting and <br />trash enclosure relocation <br />• The closure of West .Ioaquin was included in the Downtown TOD Strategy. An <br />Environmental Impact Report (EIR) was completed and approved for the TOD <br />Strategy <br />Code Compliance Review <br />• Plans will be reviewed by affected regulatory agencies and utility companies as <br />appropriate <br />
