Cooke, Principal Engineer ,'~,,~ ~,~ ~~~ <br />t~ r <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />MEMORANDUM OP UNDERSTANDING BETWEEN THE CITY OF SAN LEANDRO AND <br />KAISER PERMANENTE RELATING TO THE INTERSTATE 880/MARINA BOULEVARD <br />1NTERCHANGE PROJECT AND THE MEDICAL-RETAIL COMPLEX <br />SUMMARY AND RECOMMENDATION <br />Staff recommends adoption of a resolution authorizing the City Manager to enter into an MOU <br />between the City and Kaiser Permanente (Kaiser) to accept Kaiser's fair share for the cost of <br />improving the Interstate 880/Marina Boulevard Interchange in advance of any formal <br />entitlements and in satisfaction of the planned condition of approval for the impact of Kaiser's <br />Medical-Retail Complex on the interchange. <br />BACKGROUND <br />The I-880/Marina Boulevard interchange currently operates below the minimum acceptable <br />Level of Service (LOS) as described in the City of San Leandro's 2015 General Plan. The City's <br />General Plan identifies the I-880/Marina Boulevard ramps as a facility in need of improvement <br />to meet future traffic needs as a result of expected development. The interchange ramps <br />currently operate at LOS F during the evening peak hours. The General Plan indicates that these <br />ramp intersections can achieve an acceptable LOS only if improvements are implemented. <br />The former Albertson's distribution facility was purchased by Kaiser. Kaiser intends to <br />subdivide the property to allow the construction and operation of a planned medical facility and a <br />planned retail center (Medical-Retail Complex). The planned retail center will be built, owned <br />a~~d operated by ICI Development (ICI). The Medical-Retail Complex's traffic will impact the I- <br />880/Marina Interchange and will require its improvement to keep traffic operations at an <br />acceptable level of service. To facilitate the improvement of the interchange, Kaiser will <br />contribute its fair share of the cost of improvement in advance of its formal entitlements to meet <br />the planned conditions of approval for the Medical-Retail Complex. <br />
