IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2008-036 (3098) <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN LEANDRO AND <br />KAISER PERMANENTE RELATING TO THE INTERSTATE 880/MARINA BOULEVARD <br />INTERCHANGE PROJECT AND THE MEDICAL-RETAIL COMPLEX <br />Recitals <br />WHEREAS, KAISER FOUNDATION HOSPITALS, a California nonprofit public benefit <br />corporation ("Kaiser") and the CITY OF SAN LEANDRO, a municipal corporation of the State of <br />California ("City"), and together referred to as the ("Parties") desire to enter into a Memorandum <br />of Understanding relating to the Interstate 880/Marina Boulevard Interchange Project and the <br />Medical-Retail Complex. <br />WHEREAS, Kaiser owns 62.96 acres of property in the city of San Leandro that is bordered <br />by Merced Street, Marina Boulevard, Fairway Street and Interstate Highway 880 (the "Medical- <br />Retail Complex"). Kaiser desires to subdivide the Medical-Retail Complex into a 28-acre parcel <br />for future retail development and retain the remaining 32.06 acre parcel as a future Kaiser <br />Permanente hospital site. <br />WHEREAS, to make this location suitable for development, the Parties desire to enter into <br />a MOU for the funding of the design and construction of the I-880/Marina Interchange Project to <br />ensure that the interchange will have adequate capacity for the Medical-Retail Complex. With a <br />funding commitment from Kaiser, the City will coordinate further funding with the Alameda <br />County Congestion Management Agency, the Alameda County Transportation Improvement <br />Authority, Caltrans, other responsible state and federal agencies and future private developers in the <br />area. <br />WHEREAS, other improvements required for the transportation infrastructure not related to <br />the I-880/Marina Interchange Project and serving the Medical-Retail Complex will be addressed in <br />the entitlement process and will be completed by Kaiser and its partners under improvement and <br />development agreements with the City. <br />WHEREAS, the City Manager has reviewed the agreement and recommends approval. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />That the City Manager is authorized to execute the Memorandum of Understanding relating <br />to the interstate 880/Marina Boulevard Interchange Project and Medical-Retail Complex. <br />
