EXHIBIT A <br />SCOPE OF SERVICES <br />Project Description <br />The I-880/Marina Boulevard interchange is currently deficient, and due to be replaced, in part, <br />by the widening of I-880 for the southbound I-880 HOV Lane project. However, that project will <br />not support all costs of the interchange improvements that are needed. Additionally, major <br />development proposals in San Leandro are being developed for application for entitlements, and <br />many of these contribute significant amounts of new traffic to the interchange. <br />The I-880 corridor is at capacity during the peak hours. In the future the forecast models are <br />showing that relatively short trips of one to four interchanges will instead be taken on the local <br />network of streets rather than I-880. It is unknown how this situation will complicate calculations <br />of fair and equitable share participation, but it may reduce the ultimate traffic demand between <br />local land uses and the interchange ramps, especially the on-ramps. Through traffic, of course, <br />cannot easily be charged an impact fee, but just trips between nearby land uses and the <br />interchange ramps. Consultant will consult with the city at several points during the analysis in <br />order to fully explore the implications of future traffic demand forecasts. <br />The City of San Leandro also has an existing traffic impact fee program, the Development Fees <br />for Street Improvements (DFSI) for non-specific improvements throughout the city. That <br />program has several generalized land uses that will be used as the basis for fees by development <br />type in this project. <br />Consultant will use the model already developed for the Kaiser development project in the <br />southwest quadrant of the I-880/Marina interchange. It is assumed that model is adequately <br />calibrated for local conditions. The City has identified development sites within the City with <br />potential interchange-related traffic impacts. In addition, the city has made forecasts for <br />additional development in the general area beyond the known projects, and these will also be <br />coded into the model for the impact fee analysis. <br />Because the ultimate use of the work is to impose a legal fee on future development, it is <br />important to completely document the methods and analysis so that there are no successful <br />challenges to the new fee. To that end substantial resources are required to prepare a <br />comprehensive report. <br />The interchange improvements may also include local, nearby intersections such as Marina and <br />Merced, Marina and Teagarden, and perhaps Merced and Fairway, and Teagarden and Fairway. <br />Scope of Work <br />Task I : Prepare Project Traffic Model <br />Consulting Services Agreement between April 7, 2008 <br />City of San Leandro and TJKM Traffic Consultants --Exhibit A Page 1 of 3 <br />
