Consultant shall obtain the ACCMA model from the City of San Leandro. This is the current <br />model being used for the preparation of a DEIR for the Kaiser Hospital development in the <br />southwest quadrant of the Marina/I-880 interchange. It has current year and 2030 forecasting <br />years. Consultant will review the network to make sure there are no errors or omissions. <br />Likewise, Consultant shall review the land use data, especially with an eye towards matching the <br />model land use data with the generalized land use categories of the DFSI program at the City. <br />Consultant will define the select link analysis runs, most likely one run for each ramp at the <br />interchange. The interchange will be changing with the improvements in terms of number of <br />lanes on both the local street network as well as on the freeway, traffic controls, and the new <br />interchange configuration. Consultant will also code in the southbound HOV lane on I-880 if this <br />has not been done, and will need to review the Davis Street/I-880 interchange, because that will <br />also change with the I-880 widening and HOV project. These issues may not have been <br />completely resolved in the current analysis. Then, the model will be run for the current year and <br />for 2030 in both the a.m. and p.m. peak hours. A detailed technical memorandum will be <br />prepared describing the modeling work completed for this project. This memo will also be used <br />within the final project report, as both the formal report text and appended materials. <br />Deliverables: Model Setup for Project <br />Current Year Forecasts <br />2030 Forecasts <br />Technical Memorandum on Modeling Preparation and Results <br />Task 2: Selection of Improvement Projects <br />Consultant will locate each known development project. Consultant will use ITE trip generation <br />rates converted for modeling use, except for the Kaiser Hospital Development which has <br />submitted a trip generation study, for a.m. and p.m. peak hours. Consultant shall identify current <br />use trip generation and then accurately estimate the incremental trips due to new development by <br />type of land use. <br />Further, when the City has estimates of general types of development in the area, but has no <br />information on the developer, Consultant will work with the City to estimate these uses in the <br />various traffic analysis zones that are served by the interchange. Consultant shall associate <br />future development applications with the specific fee. This step will be fully documented in a <br />technical memorandum. <br />Deliverable: Selection of developers and coding for model, forecasts <br />Task 3: Determine Interchange Improvement Costs <br />The City has already prepared preliminary interchange improvement costs. To the extent that <br />there are additional, nearby intersections that need to be improved so the interchange operates <br />satisfactorily, Consultant shall apply generalized signal improvements costs.
