State law allows impact fees related to traffic increases caused by development. Additional <br />traffic such as through traffic not related to nearby development should not be used as a basis for <br />determination of the fair and equitable share for funding participation. Consultant will use the <br />select link analysis runs to determine what proportion of interchange costs can be charged <br />against development. The analysis is based on peak hour trips, and it is the City's decision <br />whether to use both a.m. and p.m. peak hours or just the p.m. peak. A technical memorandum <br />will describe the findings of this step in the analysis. <br />Deliverable: Technical Memo on Proportion of Costs Allocated to Private Development <br />Task 5: Calculation of Traffic Fees and Project Reports <br />Consultant will use the findings in Task 4 to calculate a "per peak hour trip" cost related to <br />interchange improvements. Consultant shall evaluate the peak hour trip generation by type of <br />land use (the generalized land uses of DFSI). The per square foot cost by type of development <br />will then be prepared into a table that can be used directly in the necessary report for City <br />Council authorization of the new fee. Consultant shall prepare a completely documented draft <br />final report including executive summary, report text and appended detailed information for City <br />review. On the basis of the review, Consultant shall update the draft report into a final report for <br />inclusion with agenda items for City Council or Redevelopment Agency action. <br />Consultant senior staff will be available for two technical meetings on modeling and analytical <br />procedures, and for two meetings of either or both the Planning Commission and City Council. <br />For the Planning Commission and Council meetings, Consultant will prepare, if requested, <br />presentation materials, and will also participate in the presentation upon invitation. <br />Deliverables: Draft and Final Project Report <br />Two technical meetings <br />Two meetings with planning commission and city council <br />Schedule <br />Consultant will complete all work through Task 5, the submittal of the draft final report within 8 <br />weeks of the notice to proceed.
