FY 2008-09 Consolidated Action Plan 2 Apri121, 2008 <br />Proposed Changes to the Draft FY 2008-09 Annual Action Plan <br />The following are the proposed changes to the first draft of the FY 2008-09 Annual Action Plan <br />involving CDBG funds: <br />The City received notice of revised HOME final allocations from HUD on March 18, 2008, <br />after the Council approved the draft Plan on March 17, 2008. Therefore, the following <br />grant numbers were revised accordingly on Table 1: FY 2008-09 HUD Annual Action Plan: <br />CDBG and HOME Funds (page 11 of the Plan): <br />a. HOME grant increased from $303,504 to $303,519. <br />i. HOME administration funds increased from $16,625 to $16,626. <br />ii. HOME funds available for project expenditures increased from $445,470 to <br />$445,485. <br />Current City_ Council Policy <br />Current Council Policy is defined by the FY 2005-09 Consolidated Plan adopted by <br />Resolution No. 2005-046 on April 18, 2005. <br />Previous City Council Action(s) <br />A public hearing was held on March 17, 2008, to consider the proposed FY 2008-09 Annual <br />Action Plan, take public comments, approve the 30-day public comment period for the Plan, <br />and set a second public hearing date for April 21, 2008 to consider public comments and <br />adopt the Plan. <br />City Council Committee Review and Action <br />N/A <br />Applicable General Plan Policy <br />The Action Plan describes activities and annual goals that the City of San Leandro expects <br />to undertake during the program year to address FY 2005-09 Consolidated Plan priority <br />needs and objectives. The Consolidated Plan addresses the goals of the Housing Element of <br />the General Plan, such as increasing the supply of affordable for-sale and rental housing, and <br />providing opportunities for home ownership, preserving and rehabilitating existing <br />affordable owner-occupied and rental housing, and addressing special needs populations. <br />Permits and/or Variances Granted <br />N/A <br />Environmental Review <br />Staff completed National Environmental Protection Act (NEPA) reviews for each project to <br />be approved by the City Council for the FY 2008-09 Consolidated Action Plan. <br />Code Compliance Review <br />N/A <br />
