CITY OF SAN LEANDRO <br />REDEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: Apri121, 2008 <br />TO: John Jermanis, City Manager and <br />Executive Director <br />FROM: Luke Sims, Community Development Directo~~ <br />~ / ~;, <br />APPROVED AND <br />FORWARDED <br />TO THE CITY COUNCIL AND <br />REDEVELOPMENT AGENCY <br />John . ~Jermanis <br />City° anager and Executive <br />Director <br />~ ~ <br />VIA: Kathleen Livermore, Planning Manager,~_' „~~..~-----~ <br />k <br />BY: Philip Millenbah, Planner III ~. <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF RESOLUTIONS APPROVING AUTHORIZATION TO SUBMIT AN <br />APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE INFILL <br />INFRASTRUCTURE GRANT PROGRAM; FOR THE EXECUTION OF A STANDARD <br />AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS <br />THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE <br />INFILL INFRASTRUCTURE GRANT PROGRAM. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council and Redevelopment Agency adopt resolutions to support <br />the application for funds through the California Department of Housing and Community <br />Development Infill Infrastructure Grant Program. <br />The California Department of Housing and Community Development ("HCD") has issued a <br />Notice of Funding Availability ("NOFA") for the Infill Infrastructure Grant Program established <br />under the Housing and Emergency Shelter Trust Fund Act of 2006 (Proposition 1 C) pursuant to <br />the Infill Infrastructure Grant Program established by Part 12 of Division 31 of the Health and <br />Safety Code, commencing with Section 53545.12. Pursuant to the statute, HCD is authorized to <br />approve funding allocations utilizing monies made available by the State Legislature, subject to <br />the terms and conditions of the statute and the Infill Infrastructure Grant Program Guidelines <br />implemented February 28, 2008. <br />The City of San Leandro is submitting a grant application, as a co-applicant with Westlake <br />Development Partners LLC, to obtain from HCD an allocation of Infill Infrastructure Grant <br />funds in the amount of $12,460,120 for public infrastructure improvements in support of the San <br />Leandro Crossings Development at the San Leandro BART Station (on the parking lot on the <br />East side of San Leandro Boulevard and the Westlake property to the West of the BART <br />Station). As a part of the grant application, HCD requires that the City Council approve <br />resolutions authorizing the submittal of the grant application and also authorizing City staff to <br />negotiate and sign the final agreement, and any associated documents, if the grant is awarded to <br />the City. This application is separate and distinct from the Prop 1C TOD Housing Infrastructure <br />
