DRAFT MINUTES <br /> Page 9 <br />May 5, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Prola commented that, with no offense to Councilmember Stephens, he <br />believes that Councilmember Starosciak has greater job flexibility, and he stated that he <br />likes the balance of having a mayor and vice mayor of different genders. <br />Vice Mayor Grant stated that she made the motion after much consideration, and after <br />discussion with Councilmember Stephens. She commented that she took into account <br /> Mayor Grant stated that she feels it is <br />demanding schedule, she commented that other Councilmembers could step in when <br />needed. Vice Mayor Grant expressed concern that Councilmember Starosciak is <br />running for election, and her selection as vice mayor could give her an unfair advantage. <br />Councilmember Stephens admitted to having a hectic work schedule, and stated that his <br />work sometimes conflicts with City Council business. He noted that other members of <br />the Council have always been gracious in stepping in when and where needed. <br />Councilmember Stephens commented that he considers all Councilmembers to be <br />equals. He stated that, in his estimation, being vice mayor means assuming additional <br />responsibilities in the absence of the mayor, but does not mean that the individual is any <br />better, more talented, or more privileged, than any other Councilmember. <br />Councilmember Stephens stated that he would be honored to perform the duties as vice <br />mayor. <br />The motion to nominate Councilmember Starosciak as Vice Mayor failed by a <br />vote of 3 to 4. <br /> <br />M/S/C Souza and Prola. Ayes: 3; Noes: 4 (Grant, Gregory, Stephens, Santos) <br /> <br />Minute Order No. 2008-015 <br /> , Motion to Nominate Councilmember Stephens as <br />Vice Mayor. (1315) <br /> <br />The City Council elected Councilmember Stephens as Vice Mayor. <br /> <br />M/S/C Grant and Gregory. Ayes: 7; Noes: 0 <br /> <br />Mayor Santos thanked Vice Mayor Grant, and presented her with a plaque in <br />recognition of her service as vice mayor for the past two years. <br /> <br />C.
