Matter of Selection of Vice Mayor (designates a Vice Mayor to serve for a period of one <br />year pursuant to City Charter Section 310). <br />Vice Mayor Grant expressed appreciation for the Cou <br />serve as their vice mayor for the past two years. Vice Mayor Grant made a motion to <br />nominate Councilmember Bill Stephens as vice mayor. <br /> <br />Councilmember Gregory recalled that Councilmember Stephens had previously been <br />considered for nomination, but declined due to additional work responsibilities he had <br />assumed. Councilmember Gregory seconded the motion. <br />Councilmember Souza offered a substitute motion, making a motion to nominate <br />Councilmember Joyce Starosciak as vice mayor. Councilmember Souza asked that the <br />Council hear comments from Councilmember Starosciak regarding her positions on <br />intergovernmental agencies. <br /> <br />Councilmember Prola seconded the substitute motion. <br />Councilmember Starosciak stated that she has served on the Congestion Management <br />to meet with the mayors and vice mayors of the surrounding communities. <br />Councilmember Starosciak commented that the addition of the vice mayor title would <br />lend credibility to the City of San Leandro with the CMA. She indicated that she has <br />Councilmember Starosciak stated that she would be honored to be selected as vice <br /> <br />Mayor Santos stated that his position has always been that the vice mayor position <br />should be rotated. He pointed out that Districts 5 and 6 have not had a vice mayor for <br />many years. Mayor Santos commented that he feels Councilmember Stephens should <br />serve as vice mayor, noting that he has served the longest, and District 5 has not had a <br />vice mayor in some time. <br /> <br />
