City/SLUSD Liaison Committee Highlights <br />May 15, 2008 <br />Page 2 <br />Board Member Hague commented that she preferred renovating the SLUSD fields and <br />facilities rather than making improvements to another District's facility (e.g., SLzUSD). <br />She asked if the funds generated would be sufficient to make the improvements. She also <br />stated that the vision for a decision on the facility keeps changing; once it has been made it <br />should be held for a long time. Board Member Perry commented on past processes and <br />history, and that this land was the last piece of open space. Mayor Santos commented on <br />the long history of the site and that no decisions have been made. <br />City Manager Jermanis stated that the District needs to come to a conclusion and <br />determination about the future use of the site. Member Cutter asked about the quality of <br />the fields and if they would be similar to the renovation at Bancroft Middle School. <br />Mr. Jermanis stated they should be similar in materials. There was further discussion <br />about the potential income and future use of the fields and site. Council Member Gregory <br />commented on the community and its willingness to help; he asked to see a full feasibility <br />report on the site. Mayor Santos stated that private developer funds may be needed. Mr. <br />Jermanis stated that the school facility committee could meet on the issue and <br />Superintendent Lim could report back to the City over the next two months. <br />2. Continued Discussion Re ag rdin~ Renovation and Maintenance of San Leandro High <br />School Swimmin~Pool <br />High School Facilities Manager Greg Dyer reported that the pool is open for use by the <br />high school swim team and the San Leandro Swim Team. More work will need to be done <br />in the future. In accordance with Alameda County, they will be able to operate through <br />February 2009. <br />City Manager Jermanis commented on the longer term vision of renovation of the site. <br />The City now has substantial budget and revenue issues. It is important to work together <br />to determine how it will operate beyond 2009; and identify what work still is required by <br />the Alameda County Health Department. After some discussion about the specific projects <br />required, it was determined that Crreg Dyer will get some estimates on costs (separate <br />filtration systems, etc.). <br />3. Continued Discussion of City and District Budget Issues and Potential District Parcel Tax <br />Superintendent Christine Lim reported that a parcel tax in the November 2008 election is <br />being considered. The Board will be discussing tax models and an Ad Hoc Committee has <br />been formed. They may consider different rates based on the type of unit (single family, <br />multi-family, business, etc.) and/or with a cap. <br />City Manager Jermanis reported that City departments have developed a "hold the line" <br />budget and presently has a $9 million deficit. The Council Ad Hoc Committee is looking <br />into reduction measures which may reduce the deficit to $4 million. The deficit is <br />primarily due to large decreases in revenue. He also commented on the 911 fee issue that <br />is now before the California Supreme Court. <br />
