(2465) <br /> <br />Resolution No. 2008-013 RDA <br />N. , Resolution of the Redevelopment Agency of the City <br />of San Leandro Authorizing the Executive Director to Enter into a Consulting Services <br />Agreement with Walker Parking Consultants for the Estudillo/Callan Parking Garage <br />and Appropriation of Funds Therefor (provides for the design of a 4-level parking <br />structure and commercial/retail shell space to replace the existing Estudillo/Callan <br />Garage and the appropriation of $1,000,000 from the Alameda County-City of San <br />Leandro Redevelopment Project Area [Joint Project Area] Fund). ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />Resolution No. 2008-055 <br />8.F. , Resolution Authorizing the City Manager to Submit the <br />Measure B Paratransit Application for the Expenditure of Measure B Paratransit Funds <br />in Fiscal Year 2008-09 to the Alameda County Transportation Improvement Authority <br />(ACTIA), and to Negotiate and Execute All Documents in Support of These Activities <br />(provides funding for FLEX Shuttle, bus service for seniors and people with <br />disabilities). (2121/2639/2930) <br /> <br />Mayor Santos wondered how the FLEX Shuttle service could be improved, and whether <br />all those who need the service are covered. He reported on what he believed are areas of <br />unmet need. Mayor Santos commented that at a Manufacturers Industrial Roundtable <br />session, he and Councilmember Souza were told about very low-income individuals that <br />must commute into San Leandro very early in the morning, but have no viable means of <br />transportation. <br /> <br />Councilmember Souza stated that employers that have these types of transportation <br />needs should to be challenged to come together to develop solutions. She pointed out <br />that the FLEX Shuttle program has specific goals and target ridership. <br /> <br />Mayor Santos stated that he believes we cannot ignore people who have basic unmet <br />needs. <br /> <br />M/S/C Starosciak and Stephens.
