Mayor Santos noted that generally, when a measure is sponsored by the <br />National League of Cities or League of California Cities, the Council will consider <br />taking a formal position. <br />• Resolution No. 2008-056, Resolution Supporting Proposition 99, the <br />Homeowners Protection Act. Report on Closed Session Actions Taken on May 5 and May 19, 2008 <br />No reportable action taken on either May 5 or May 19, 2008. <br />Public Comments on Item 10.B.: <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />as far as he knew, he was the only citizen that has ever addressed the City Council at a <br />closed session. Mr. Filipovich commented on Propositions 98 and 99, rent control and <br />eminent domain. <br />End of Public Comments on Item 10.B. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Prola reported on the Alameda County Mosquito Abatement District <br />meeting on May 14. The Board discussed the rate of the proposed assessment, which <br />will be up to $5.00 per year, with up to a 3% cost of living adjustment per year. <br />Councilmember Grant reported that she attended the ABAG meeting on May 15, to <br />which she referred earlier, as well as the Housing Authority Board meeting on May 14. <br />She reported that the Board approved $21,000 in scholarships that will be awarded to <br />family self-sufficiency program participants. <br />Councilmember Starosciak reported that the League of California Cities East Bay <br />Division meeting was cancelled this month. She stated that she plans to attend the <br />League's Executive Forum, which will be held in June. <br />
