Ayes: 7; Noes: 0 B. Report on Closed Session Actions Taken on May 5 and May 19, 2008 No reportable action taken on either May 5 or May 19, 2008. Public Comments on Item 10.B.: Lou Filipovich, San Leandro resident, addressed the City Council, commenting that as far as he knew, he was the only citizen that has ever addressed the City Council at a closed session. Mr. Filipovich commented on Propositions 98 and 99, rent control and eminent domain. End of Public Comments on Item 10.B. 11. CITY COUNCIL REPORTS A. Reports on Intergovernmental Agencies Councilmember Prola reported on the Alameda County Mosquito Abatement District meeting on May 14. The Board discussed the rate of the proposed assessment, which will be up to $5.00 per year, with up to a 3% cost of living adjustment per year. Councilmember Grant reported that she attended the ABAG meeting on May 15, to which she referred earlier, as well as the Housing Authority Board meeting on May 14. She reported that the Board approved $21,000 in scholarships that will be awarded to family self-sufficiency program participants. Councilmember Starosciak reported that the League of California Cities East Bay Division meeting was cancelled this month. She stated that she plans to attend the League's Executive Forum, which will be held in June.
