MINUTES Page 14 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 19, 2008 <br />meeting on Saturday, and suggested that every Councilmember promote these types of efforts <br />in their district. <br />Councilmember Souza commented that she attended the Heritage Faire, the Citywide Garage <br />Sale, the Downtown Farmers' Market, the Women's Health Faire, the Casa Verde grand <br />opening, and the free dental program at the Tiburcio Vasquez Clinic. Councilmember Souza <br />stated that she received glowing comments about the Police Department's response from the <br />victim of a purse snatch. She asked whether the Council would receive a presentation from a <br />speaker on inclusionary housing, and whether a Council committee could consider funding <br />for a State lobbyist. Mayor Santos noted that the issue has been discussed at the Committee <br />level before. At that time, it was brought up that one of the City's State legislators supports <br />the use of a lobbyist, while the other does not. <br />Councilmember Starosciak stated that she supports Councilmember Souza's request to refer <br />the consideration of a State lobbyist to a Council committee. Councilmember Starosciak <br />recalled that the matter was discussed by the City Council Rules and Communications <br />Committee, and it was reported that Senator Corbett would move forward some legislation on <br />behalf of the City. She requested that staff follow up on the status of the legislation. <br />Councilmember Starosciak commented that she attended the Casa Verde grand opening, the <br />Women's Health Faire, the Downtown Farmers' Market and San Leandro Players Fundraiser. <br />She commented on the Washington Manor Homeowners Association meeting, at which about <br />30 people attended and Lt. Decoulode gave a presentation on Neighborhood Watch. She <br />commented that she was thrilled to be thanked by a Police dispatcher for reporting a traffic <br />issue. Councilmember Starosciak commented that, in response to reports of dog attacks in <br />her neighborhood, she reviewed the City's dog ordinances, and it did not appear that the City <br />had a prohibition for off-leash dogs. She stated that she would like the City to encourage <br />responsible dog ownership, and would like a Council committee to look at strengthening the <br />existing dog ordinances and dangerous dog criteria. <br />Vice Mayor Stephens commented that, in the process of cleaning his garage, he was able to <br />recycle or donate many unwanted items, including batteries, Styrofoam and old paint. Vice <br />Mayor Stephens commented on the proliferation of barking dogs. <br />Councilmember Prola commented that he attended the Casa Verde grand opening, the <br />Mayor's Education Forum at the Library, and the Heritage Faire. He commented that it is <br />wonderful to be able to reserve sites at Marina Park. Councilmember Prola thanked the <br />members of East Hills 4-H Club for their presentation, and requested that a Council <br />committee consider a feasibility study on a plastic bag and Styrofoam ordinance. <br />Mayor Santos stated that StopWaste.Org is looking into the matter. Mr. Jermanis indicated <br />that City staff is working on a variety of methods for addressing climate change, and will <br />bring a series of recommendations to the Council. Mayor Santos commented on the State's <br />goal to reduce the use of plastics by 35% by 2013. <br />Mayor Santos commented that he attended the May 8 meeting of Citizens for a Safer San <br />Leandro and participated in their downtown walkabout. He commented on the May 13 <br />Education Forum, which was well-attended. Mayor Santos attended the San Leandro Relay <br />
