A contractor who receives Federal assistance as part of the CDBG program shall take appropriate <br />steps to ensure effective communication with customers, clients, and other members of the public. <br />Such steps, when appropriate, may include, but are not limited to: <br />1) Furnishing appropriate auxiliary aids where necessary to afford an individual with <br />handicaps an equal opportunity to participate in, and enjoy the benefits of, a <br />program or activity receiving Federal financial assistance. A contractor is not <br />required to provide individually prescribed devices, readers for personal use or <br />study, or other devices of a personal nature. <br />2) Where a contractor communicates with customers, clients, and other members of <br />the public by telephone, telecommunication devices for deaf persons (TDD's) or <br />equally effective communication systems shall be used. <br />3) A contractor who receives Federal assistance as part of the CDBG program shall <br />adopt and implement procedures to ensure that interested persons (including <br />persons with impaired vision or hearing) can obtain information concerning the <br />existence and location of accessible services, activities and facilities. <br />4) A contractor is not required to take any action that would result in a fundamental <br />alteration in the nature of a program or activity or in undue financial or administrative <br />burden. <br />16. FINANCIAL MANAGEMENT AND RECORDING SYSTEM. If the Participant is a government <br />agency, the Participant shall comply with OMB Circular A-87, "Principles for Determining Costs Applicable <br />to Grants and Contracts with State, Local and Federally-Recognized Indian Tribal Governments," and the <br />sections of 24 CFR 85, "Uniform Administrative Requirements for Grants and Cooperative Agreements to <br />State and Local Governments," specified at 24 CFR 570.502(a). If the Participant is not a government <br />agency, the Participant shall comply with OMB Circular A-122, "Cost Principles for Non-Profit <br />Organizations" or OMB Circular A-21, "Cost Principles for Educational Institutions," as applicable, and <br />OMB Circular A-110, "Grants and Agreements with Institutions of Higher Education, Hospitals and Other <br />Non-Profit Organizations," as specified at 24 CFR 570.502(b), All Contractors shall comply with the <br />applicable provisions under OMB Circular A-133, "Audits of States, Local Governments, and Non-profit <br />Organizations." <br />If indirect costs are charged the Participant will develop an indirect cost allocation plan for determining the <br />appropriate Participant's share of administrative costs and shall submit such plan to the City for approval. <br />17. PROGRAM INCOME. In the event that the Participant earns any program income, it shall comply <br />with the requirements set forth in 24 CFR Part 570.504, Subpart J. <br />18. OFFICE OF MANAGEMENT AND BUDGET STANDARDS. The Participant shall procure all <br />materials, property, or services in accordance with the requirements of 24 CFR 84.40-48. <br />Fiscal Year 08-09 F-9 <br />
