comments and to evaluate if the proposed project conforms to the basic setback, coverage, height <br />and off-street parking requirements. Opposing comments and concerns were received from the <br />adjacent neighbors. The Board postponed its decision at the March 6th meeting and directed the <br />applicant to explore some revisions to address the neighbors concerns. The applicant has revised <br />the plans in an effort to address the neighbors' comments. <br />DETAILS OF THE REVISED PROPOSAL <br />The applicant has made the following changes to the previous submittal: <br />• The proposed additional unit's floor area has been reduced to 1,342 square feet from <br />1,525 square feet (a 183 square foot reduction in floor area). The ground floor living <br />room area was reduced to 357 square feet from 480 square feet (123 square foot <br />reduction). The revised plan also resulted in a 60 square foot reduction of the upstairs <br />floor area. <br />• The proposed roof height of the addition would be an average of 19 feet, six inches <br />(previous design averaged approximately 22 feet tall). The revised roof design would be <br />3:12, a shallower pitch, than the previous design at 4:12 pitch. In addition, the design <br />would be slab on-grade construction. The revised plan results in a ridge height that would <br />be a maximum of 21 feet, versus the previous design which had the ridge height at 25 feet <br />tall. <br />The new proposal is substantially unchanged in terms of building details such as exterior finish, <br />materials and window types. The proposed setbacks from the side property lines remain the <br />same. The size of the two bedrooms on the second floor was unchanged. <br />STAFF ANALYSIS <br />The revisions were made to address the concerns of the neighbors. The floor area to the proposed <br />unit was reduced 12 percent. The downstairs living room and the upstairs kitchen and dining area <br />were reduced. The roof was redesigned to a lower pitch and the ground floor would be <br />minimized to a slab on-grade. The proposed two-story addition is almost as low as it can be <br />designed without having a flat roof design. Reducing the two-story design and situating it behind <br />the existing unit would further deernphasize the height, bulk and mass of the proposed two-story <br />unit. <br />PUBLIC NOTIFICATION <br />This item was re-noticed for the April 17, 2008, Board of Zoning Adjustments meeting which <br />included a legal advertisement in the Daily Review newspaper, the posting of placards on the <br />property and nearby utility poles, and mailing notification to property owners within 300-feet of the <br />subject property. The story-poles on the subject property have been corrected to depict the revised <br />plans. <br />ENVIRONMENTAL ANALYSIS <br />This project is categorically exempt from the California Environmental Quality Act (CEQA) per <br />CEQA Guidelines, Article 19, Section 15303(b). <br />Board of Zoning Adjustment Staff Report April 17, 2008 <br />PLN2008-00003 Page 2 of 3 <br />
