Regular Meeting <br />Item l: Roll Call <br />Present: Members Daly, Gilcrest, Marr, Shields, Sidari, Vice Chair Pearson, Chair <br />Goldt (All present) <br />Absent: None <br />Staff: Larry Ornellas, Civic Center Meeting Room Coordinator; Inga Lintvedt, <br />Assistant City Attorney; Alice Malotte, Recording Secretary; Elmer <br />Penaranda, Secretary <br />Item 6: Public Hearing <br />(a) Matter of 2008-00003; Revised and Re-noticed after continuing the matter from the <br />April 17, 2008 Board of Zoning Adjustments meeting; Site Plan Review, Conditional Use <br />Permit, and Parking Exception; to construct aone-story, 1,300 square-foot additional <br />dwelling unit at the rear of the existing single-family home at 78 Williams Street <br />(previously proposed addition was two-story with 1,342 square feet). The addition would <br />create a duplex. The proposed roof height of the addition would be an average of 14 feet <br />(previous design averaged approximately 19 feet, 6 inches tall). The proposed duplex would <br />include a minimum of three uncovered parking spaces, including one space in tandem. Site <br />Plan Review is required as this proposal creates a new dwelling unit. A Conditional Use <br />Permit is required as the lot is 40 feet wide where 50 feet is the minimum lot width in the <br />DA-3 Downtown Area District and as two-family residences are also conditionally <br />permitted in the DA District. A Parking Exception is required, as the two-family dwelling <br />in the DA District requires two of the three parking spaces to be covered spaces. Assessor's <br />Parcel Number 77-549-11; D. and S. Christian (applicants and property owners); DA-3 <br />Downtown Area 3 District. [Penaranda] <br />Planner Penaranda stated that the existing home was 896 square feet, with two bedrooms and <br />one bathroom. The net living area of the addition would be 1,257.5 square feet, because of the 45 <br />degree angle at the rear of the building and the recessed front entry. The first proposal had been <br />1,525 square feet, the second proposal (heard last month) had been 1,342 square feet. Exterior <br />materials, window types and easterly side yard setback remained the same. The DA-3 District <br />was more lenient and relaxed, and it permitted zero side yard setbacks and higher density with <br />100 percent lot coverage and reduced parking. He displayed a vicinity map, site plan and photos <br />that showed the proposed project and the surrounding neighborhood, which included the homes <br />of the Woolstons to the west, the Cordero-Johnsons to the east and the four-story apartment <br />building at the rear. The new dwelling unit would consist of two bedrooms and two baths with a <br />small eating area in the kitchen. <br />Elevations would match the existing home with the same ridgeline and same hipped roof design. <br />This one-story design should address the concerns that the neighbors and the board had <br />expressed. It should not obstruct the availability of light and air to the adjacent properties. This <br />
