Policy 2.05 -Alterations, Additions and Infill: Ensure that alterations, additions and <br />infill development are compatible with existing homes and maintain aesthetically <br />pleasing neighborhoods. <br />Policy 3.01: Mix of Unit Types: Encourage a mix of residential development types in <br />the City, including single-family homes on a variety of lot sizes, as well as townhouses, <br />row houses, live-work units, planned unit developments, and multi-family housing. <br />Policy 3.04: Promotion of Infill: Encourage infill development on vacant or underused <br />sites within residential areas. <br />Policy 19.04 -Garage Visibility: Minimize the visibility of garages in new single-family <br />and multi-family residential construction. <br />The project proposal along with the recommended conditions of approval meets the above General <br />Plan goals and policies. In addition, the proposals will provide an opportunity for an additional <br />residential unit, which conforms to present DA-3 District zoning requirements. Moreover, with the <br />necessary conditions relating to landscaping, building code compliance, and property maintenance, <br />the kept-up appearance of the property will be maintained. <br />ENVIRONMENTAL ANALYSIS <br />This project is categorically exempt from the California Environmental Quality,Act (CEQA) per <br />CEQA Guidelines, Article 19, Section 15303(b). <br />PUBLIC OUTREACH <br />This item received normal noticing, including a legal advertisement in the Daily Review <br />newspaper, the posting of placards on the property and nearby utility poles, and mailing notification <br />to property owners within 300-feet ofthe subject property. <br />RECOMMENDATION <br />Staff recommends that the Board of Zoning Adjustments make the attached Findings of Fact and <br />approve PLN2008-00003 subject to the Recommended Conditions of Approval. <br />ATTACHMENTS <br />Vicinity Map <br />Applicant's Supporting Statement <br />Recommended Findings of Fact <br />Recommended Conditions of Approval <br />Exhibit A -Site Plan and Ground Floor, Floor Plan <br />Exhibit B -Second Floor, Floor Plan and Elevations and Streetscape Elevations <br />Photographs of the Subject Property and Adjacent Properties <br />Board of Zoning Adjustments Staff Report March 6, 2006 <br />PLN2008-00003 Page 5 of 5 <br />
