Moreover, with the necessary conditions relating to landscaping, building code <br />compliance, and property maintenance, the kept-up appearance of the property will be <br />maintained. <br />3. That the proposed use will comply with the provisions of this Code, including any <br />specific condition required for the proposed use in the district in which it would be <br />located. <br />The proposed duplex will remain compatible with adjacent development in the immediate <br />DA District. The duplex development conforms to all DA-3 District development standards <br />(i.e., setbacks, coverage, and height) with the exception of having two covered off-street <br />parking spaces. Conformance to the DA-3 District's requirements will maintain adequate <br />availability of light, air and privacy for the development and adjacent properties. The two <br />open parking spaces and long driveway on the parcel, with the parking exception, will meet <br />the minimum required off-street parking spaces for the site. Conformance to the DA <br />District requirements will maintain adequate availability of light, air and privacy for the <br />development and adjacent properties. <br />4. That the proposed use will not create adverse impacts on traffic or create demands <br />exceeding the capacity of public services and facilities which cannot be mitigated. <br />The existing subject property is adequately served by streets, utilities and other public <br />facilities without detriment to the immediate area. The proposed duplex will not <br />significantly affect the public utilities and facilities already serving the existing immediate <br />area. As this project site has been designated and zoned for two-family residential uses, this <br />proposal would not affect transportation plans for this area. <br />Site Plan Review Findings <br />1. Site plan elements (such as but not limited to: building placement, yard setbacks, <br />size and location of landscape areas, parking facilities and placement of service <br />areas) are in compliance with the minimum requirements of this code, and are <br />arranged as to achieve the intent of such requirements by providing a harmonious <br />and orderly development that is compatible with its surroundings. Parking, loading, <br />storage and service areas are appropriately screened by building placement, <br />orientation walls and/or landscaping. <br />The proposed location of the building is harmonious with its context, echoing the <br />placement of the adjacent single-family and two-family residences in the immediate area. <br />The proposed building conforms to the DA-3 District requirements for setbacks, coverage <br />and building heights. The required off-street parking would be met with a parking <br />exception and by the provision of an open two-car concrete pad at the rear of the property <br />and the long driveway that vehicles could also be parked on. <br />2. The building(s) has adequate articulation, with appropriate window placement, use <br />of detailing and/or changes in building planes to provide visual interest. The <br />exterior materials, finishes, detailing ,and colors are compatible with those of <br />surrounding structures.
