The exterior of the building is adequately articulated, by providing neutral colors on the <br />proposed building (i.e., exterior wall colors, windows with simulated divided panes, <br />eave), maintaining single-story elevation, and maintaining the off-street parking at the <br />rear of the property. The additional recommended conditions of approval related to the <br />landscaping and fencing will ensure the aesthetic quality and cohesive appearance of the <br />duplexes/condominiums within the existing immediate neighborhood. <br />3. The landscaping complements the architectural design, with an appropriate balance <br />of trees, shrubs and living ground covers, and provides adequate screening and <br />shading of parking lots and/or driveways. <br />The existing front landscaping which includes turf, trees and shrubs complements the <br />exterior design of the existing and proposed dwelling units. With incorporation of the <br />Conditions of Approval that have been recommended by staff, an appropriate balance of <br />trees, shrubs and living ground covers will be provided. <br />4. Detail features, such as signs, fences and lighting for buildings, parking lots ,and/or <br />driveways are visually consistent with the architectural and landscape design, and <br />minimize off-site glare. <br />The existing solid-wood fencing would be retained and fit in with the residential <br />character of the proposed development. A condition of approval will be that the exterior <br />lights shall be installed in a manner so as not to shine light or glare on to the City right- <br />of-way or onto adjacent properties. In addition, the amount of concrete coloring pigment <br />in the paving at the rear of the property would prevent the installation of white concrete. <br />Thus,-the proposed decorative paving would minimize off-site glare. <br />Parking Exception Findings <br />1. The strict application of the provisions of this Chapter would cause particular <br />difficulty or undue hardship in connection with the use and enjoyment of property. <br />The strict application of the Zoning Code in providing two covered parking spaces <br />resulted in the two-story design. Statements and comments received from the adjacent <br />residents were in opposition to two-story design as the height and mass of the addition <br />would affect the use and enjoyment of their properties. The parking exception would <br />allow one-story design, and with less height and mass would therefore have less affect on <br />the use and enjoyment of the adjacent properties with respect to obstructing light and <br />casting shadows. <br />2. That the establishment, maintenance and/or conducting of the off-street parking <br />facilities as proposed are as nearly in compliance with the requirements set forth in <br />this Chapter as are reasonably possible <br />Although three independently accessible parking spaces including two covered spaces <br />area not provided, the number of parking spaces proposed exceeds the three space <br />minimum required by the Zoning Code per the DA District. The proposed arrangement <br />with two open spaces at the rear of the property and the long driveway provides off-street <br />parking spaces that would exceed the minimum requirement of three spaces. <br />Recommended Findings of Fact May 15, 2008 <br />PLN2008-00003 Page 3 of 4 <br />
