CALL TO ORDER <br /> <br />The meeting was called to order at 7:09 p.m. <br /> <br />A. Pledge of Allegiance to the Flag <br /> <br />Councilmember Prola led the Pledge of Allegiance to the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Members Grant, Gregory, Prola, Souza, Starosciak, Stephens; <br />Mayor Santos <br /> <br />ABSENT: None <br /> <br /> <br /> 2. PRESENTATIONS/RECOGNITIONS <br /> <br />A. Presentation on Drought Impacts by East Bay Municipal Utility District (EBMUD) <br />Board of Directors Member Doug Linney. <br /> <br />EBMUD Director Doug Linney gave a presentation, describing the current drought <br />conditions in California, which have resulted in a water shortage emergency and the <br />implementation of mandatory water rationing in the EBMUD service area. Director <br />Linney informed the Council and audience that the water use reduction goal for single- <br />family residential is 19% and multi-family residential is 11%, with a 15% overall <br />reduction in water use. <br /> <br />Director Linney described water use restrictions and surcharges that are being imposed, <br />as well as various rebates and water conservation programs being offered. A 10% <br />increase is being proposed for single-family residential customers; however, customers <br />that achieve the 19% water use reduction goal will see an overall reduction in their <br />water bill, while a less than 10% reduction in water use will result in a surcharge on <br />amounts used above the 10% threshold. Increases and surcharges would take effect on <br />August 1, 2008, if confirmed by the EBMUD Board. <br /> <br />EBMUD offers resources to help customers achieve their water use reduction goals. <br />Additional information is available on the EBMUD website: or by <br />calling 1-866-40-EBMUD. <br /> <br />Director Linney rep <br />such as the Freeport Project, which will provide water from the Sacramento River <br /> <br />
