CITY OF SAN LEANDRO <br />REDEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: July 7, 2008 <br />TO: John Jermanis, Executive Director <br />FROM: Luke Sims, Community Development Directe~ <br />BY: Tom Liao, Housing/CDBG Manager ! ~' <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />APPROVED AND FORWARDED <br />TO REDEVELOPMENT AGENCY <br />Jo nis <br />E ve Director <br />RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH NEIGHBORHOOD <br />SOLUTIONS TO ADMII~IISTER THE OWNER OCCUPIED HOUSING REHABILITATION <br />PROGRAM IN FY 2008-09 <br />SUMMARY AND RECOMMENDATION <br />The City's approved FY 2008-09 budget includes $600,000 to be allocated from the <br />Redevelopment Agency ("Agency") budget, specifically Housing Set-Aside funds, for the Owner- <br />Occupied Housing Rehabilitation Program. Of the $600,000, Neighborhood Solutions' contractual <br />services agreement will be for $144,000, while the remaining $456,000 will be available for loans <br />and grants. Of the amount available for loans and grants, the program guidelines allocate <br />approximately 25 percent of the funds for grants and 75 percent for loans. <br />Staff recommends that the Redevelopment Agency adopt the resolution approving a services <br />agreement with Neighborhood Solutions to administer the Owner-Occupied Housing <br />Rehabilitation Program for FY 2008-09. <br />BACKGROUND AND DISCUSSION <br />The City's Owner Occupied Housing Rehabilitation Program has been a popular and effective <br />program for helping low and very low income homeowners, including fixed income seniors, <br />affordably maintain or improve their homes and enhance residential neighborhoods. The goal of <br />assisting seniors to age in place in their present homes was identified in the Housing Element. <br />For FY 2007-08 to date, Neighborhood Solutions has approved approximately $344,000 in loans <br />and $102,000 in grants. Including unspent funds carried over from FY 2006-07, the current <br />balances are approximately: $87,000 for loans and $12,000 for grants. However, there are 12 <br />loan and 10 grant applications in the pipeline pending approval. In its FY 2007-08 contract, <br />Neighborhood Solutions projected awarding 10 loans and 22 grants.
