CITY OF SAN LEANDRO <br />REDEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: July 7, 2008 <br />TO: John Jermanis, Executive Director <br />Redevelopment Agency <br />FROM: Luke Sims, Community Development Director <br />BY: Tom Liao, Housing/CDBG Manager t ~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />APPROVED AND FORWARDED <br />TO REDEVELOPMENT AGENCY <br />Jo anis <br />E ive Director <br />RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH BAY AREA HOMEBUYER <br />AGENCY TO ADMIl~ISTER THE FIRST TIME HOMEBUYER AND INCLUSIONARY <br />HOUSING OWNERSHIP PROGRAMS FOR FY 2008-09 <br />SUMMARY AND RECOMMENDATION <br />The Redevelopment Agency of the City of San Leandro (Agency) outsourced the administration <br />of the City's homebuyer programs to the Bay Area Homebuyer Agency (BAHBA) in FY 2007-08: <br />First Time Homebuyer (FTHB) and Inclusionary Housing Ownership (TROP) Programs. The <br />IHOP Program is a component of the City's Inclusionary Zoning Ordinance. BAHBA is a <br />nonprofit with extensive experience in administering public first time homebuyer and <br />inclusionary/below market rate ownership housing programs regionally. <br />Staff recommends that the City Council adopt the resolution approving a contractual services <br />agreement with Bay Area Homebuyer Agency (BAHBA) to continue administering the First <br />Time Homebuyer and Inclusionary Ownership Housing Programs for FY 2008-09. <br />BACKGROUND <br />Due to increased demand and inquiries in recent years regarding the City's FTHB and IHOP and <br />limited City/Agency staffing capacity, the Agency outsourced the administration of the two <br />homebuyer programs to BAHBA last year. Outsourcing to BAHBA has helped to better <br />integrate, administratively streamline, and market the comprehensive homebuyer services under <br />both programs. <br />BAHBA was created in 2000 as a nonprofit joint powers authority whose members include <br />Contra Costa County, Alameda County, and several cities within the two counties. BAHBA's <br />
