VICE MAYOR <br />At its first regular meeting in May of each year, the Council shall designate one of its <br />members Vice Mayor, to serve for a period of one year and until a successor is elected <br />and qualified. In the absence of the Mayor, the Vice Mayor shall possess and perform the <br />powers and duties of the Mayor. The Vice Mayor shall be afforded personal stationery <br />and a City badge indicating the designation of Vice Mayor. (Sec. 310, Ciry Charter) <br />Role of the Vice Mayor: The role of the Vice Mayor is to nurture and foster good will <br />amongst the Council Members; to represent the Mayor, upon request, at ceremonial <br />occasions on behalf of the City; to preside over the Council Meetings in the absence of <br />the Mayor. The Vice Mayor shall act as the Standby Officer in the absence of the Mayor <br />in the event of a disaster. <br />POWERS OF THE COUNCIL <br />All powers of the City shall be vested in the Council ,except as otherwise provided for <br />within the Charter. (Sec. 300, City Charter) <br />REIMBURSEMENT FOR EXPENSES <br />City Council Members may be reimbursed for actual and necessary automobile expenses <br />incurred in the performance of official duties within the San Francisco Bay Area in such <br />amounts as are properly claimed, but not to exceed One Hundred Twenty-Five Dollars <br />(5125) per month for each Council Member. <br />The Mayor is provided a car allowance of a flat Three Hundred Seventy-Five Dollars <br />(5375.00) per month, which shall be in lieu of the travel reimbursement afforded other <br />City Council Members. (San Leandro Administrative Code, Title 1, Chapter S.) <br />The sum of One Hundred Dollars ($100) per full day and Fifty Dollars ($50) per one-half <br />day is allowed as reasonable expenses to be allowed each member of the City Council <br />when traveling on official duty for all out-of-pocket expenses other than transportation <br />and hotel expenses. ~ (San Leandro Admin. Code, 1.3.100 and 1.3.110) <br />NON-INTERFERENCE WITH ADMINISTRATIVE SERVICE <br />Neither the Mayor nor any Council Member shall interfere with the execution of the <br />powers and duties of the City Manager, or order, directly or indirectly, the City Manager <br />or any department head to appoint or remove any person to or from any office or <br />employment with the City. Except for the purpose of inquiry, the Mayor and Council <br />Members shall deal with the administrative service under the City Manager solely <br />through the City Manager and neither the Mayor nor any Council Member shall give <br />orders to any subordinate of the City Manager, either publicly or privately.
