Public Comments <br />Charles Gilcrest addressed the subject of the RACs, commenting that there has been no <br />opposition from most RAC members to some change in the composition of the RACs. Mr. <br />Gilcrest stated that most members feel they provide valuable input to the Project Areas. He <br />noted that the West San Leandro-MacArthur Boulevard RAC members view their role in part <br />as ensuring that Redevelopment Agency funds are not all spent on the east side of town. Mr. <br />Gilcrest commented that, as most of the tax increment is generated from the Joint Project Area, <br />he feels there needs to be input on where the money is going. <br />6. Committee Member Comments <br />Committee Member Souza commented on the wording contained in proclamations. <br />Proclamations state that they are issued, "on behalf of the City Council." Committee Member <br />Souza commented that there should be consensus from the Council in issuing proclamations if <br />this wording is used. <br />Chair Santos commented that the wording was added by Mayor Dave Karp to include the City <br />Council in these ceremonial items, and the Council at the time agreed to the change. Chair <br />Santos noted that he has issued many fewer proclamations than had his predecessors. He stated <br />that he would be amenable to changing the language to remove the reference to the City <br />Council. <br />7. Adjourn <br />The meeting was adjourned at 5:10 p.m. <br />
