City Council Rules and Communications Committee Page 3
June 18, 2008
3. Discussion Regarding Consideration of Increase to Mayor's Auto Allowance
Mr. Jermanis recalled that Mayor Dave Karp had the use of a City-owned car. When Ellen
Corbett became mayor, the City Council determined that the mayor should receive an auto
allowance instead. The auto allowance was set at $375 per month, or three times the $125 per
month allowance provided to councilmembers. In 2007, Mayor Santos requested that his auto
allowance be reduced to two times that of the councilmembers, or $250 per month. This
reduction corresponded with the change in his salary as an incoming mayor, which is set at two
times that of a councilmember.
Chair Santos described the various powers and duties of the mayor, and noted that although he
uses public transportation whenever possible, he often travels seven days per week and attends
many meetings.
Committee Recommendation:
The Committee recommends that the City Council place the consideration of a resolution
increasing the mayor's auto allowance to $375 per month on a future agenda.
4. Discussion Regarding School Representatives to the Recreation and Parks Commission
Mr. Jermanis reported that the City's ordinance currently requires the School Districts to submit
at least three names to the City Council for their nomination to fill a vacancy on the Recreation
and Parks Commission (RAPC). The School Districts have found compliance with this rule
difficult. A few years ago, the Committee discussed this issue as well as some options for
revising the nomination process. Mr. Jermanis noted that the role of the School District
Representative to the RAPC has changed due to the Joint City Council and School District liaison
committees becoming more active.
Committee Member Souza stated that she liked having the School District Representative positions
on the RAPC. She suggested that perhaps the City Council could take a more active role in
recruiting nominees for the positions.
Committee Member Stephens asked what objective the City was trying to achieve by having the
School District Representative positions. He suggested perhaps having a school Athletic Director
serve as a member of the RAPC instead. Mr. Jermanis offered to run this idea by the School District
Superintendents. City Attorney Williams suggested that the Athletic Director positions could be
made ad hoc members of the 1ZAPC, and she pointed out a possible concern with dual allegiance.
This item will be brought back to the Committee for further discussion.
