MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 16, 2008 <br />J. Resolution No. 2008-071, Resolution Authorization the City Manager to Execute a <br />Purchase and Sale Agreement for the Property Located at 2139 Laura Avenue, Property <br />in Foreclosure, for the Widening of Davis Street, a Continuation of the Westgate <br />Parkway Extension Project, ACTIA Project No. 18, and Appropriating Funds (provides <br />for the purchase and sale agreement and any other documents related thereto, necessary <br />to acquire the subject property for the Davis Street widening phase of the <br />Westgate Parkway Extension Project and to appropriate General Fund monies for the <br />acquisition). (3139) <br />9. ITEMS REMOVED FROM CONSENT CALENDAR <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />8.C. Matter of Adoption of Resolutions Amending the Salary Schedules for the San Leandro <br />City Employees' Association (SLCEA), San Leandro Management Organization <br />(SLMO), San Leandro Confidential and San Leandro Police Officers' Association <br />(SLPOA) (reclassifies positions based upon a Citywide classification specification <br />review). <br />Councilmember Starosciak commented that as the wife of an academy-trained police <br />officer, she felt that providing a salary and benefits to Police Recruit Trainees would be <br />important for San Leandro to be competitive in recruiting and retaining the best possible <br />candidates. Mr. Jermanis indicated that while the surveyed cities pay their recruits an <br />hourly wage rather than a salary, some also provide prorated benefits. <br />Councilmember Grant asked whether an academy-trained recruit is obligated to work <br />for the City. Mr. Jermanis confirmed that the recruit is obligated to work for the City. <br />Councilmember Starosciak added that police recruits sign a contract that requires them <br />to reimburse the City for their training costs if they leave employment within a year. <br />She stated that some other cities pay the training costs on behalf of the recruit in order to <br />hire them away. <br />Councilmember Prola commented that he would like the City to consider paying <br />benefits to Police Recruit Trainees. He has heard that the City has lost some recruits <br />because it does not offer benefits. <br />Mayor Santos suggested that staff could provide a report on the police recruiting <br />program, including information on other cities. He stated that he hoped the benefits <br />issue would not delay the approval of the item. <br />Councilmember Souza requested clarification on the proposed action. Mayor Santos <br />stated that the Council could approve the $30 per hour rate tonight, and other changes <br />could be considered after staff has provided the additional information. Mr. Jermanis <br />indicated that a report could be completed in the next couple of months. <br />
