Resolution No. 2008-071, Resolution Authorization the City Manager to Execute a Purchase and Sale Agreement for the Property Located at 2139 Laura Avenue, Property in Foreclosure, for the Widening of Davis Street, a Continuation of the Westgate Parkway Extension Project, ACTIA Project No. 18, and Appropriating Funds (provides for the purchase and sale agreement and any other documents related thereto, necessary to acquire the subject property for the Davis Street widening phase of the Westgate Parkway Extension Project and to appropriate General Fund monies for the acquisition). (3139) 9. ITEMS REMOVED FROM CONSENT CALENDAR Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the Mayor. 8.C. Matter of Adoption of Resolutions Amending the Salary Schedules for the San Leandro City Employees' Association (SLCEA), San Leandro Management Organization (SLMO), San Leandro Confidential and San Leandro Police Officers' Association (SLPOA) (reclassifies positions based upon a Citywide classification specification review). Councilmember Starosciak commented that as the wife of an academy-trained police officer, she felt that providing a salary and benefits to Police Recruit Trainees would be important for San Leandro to be competitive in recruiting and retaining the best possible candidates. Mr. Jermanis indicated that while the surveyed cities pay their recruits an hourly wage rather than a salary, some also provide prorated benefits. Councilmember Grant asked whether an academy-trained recruit is obligated to work for the City. Mr. Jermanis confirmed that the recruit is obligated to work for the City. Councilmember Starosciak added that police recruits sign a contract that requires them to reimburse the City for their training costs if they leave employment within a year. She stated that some other cities pay the training costs on behalf of the recruit in order to hire them away. Councilmember Prola commented that he would like the City to consider paying benefits to Police Recruit Trainees. He has heard that the City has lost some recruits because it does not offer benefits. Mayor Santos suggested that staff could provide a report on the police recruiting program, including information on other cities. He stated that he hoped the benefits issue would not delay the approval of the item. Councilmember Souza requested clarification on the proposed action. Mayor Santos stated that the Council could approve the $30 per hour rate tonight, and other changes could be considered after staff has provided the additional information. Mr. Jermanis indicated that a report could be completed in the next couple of months.
