coordination should be required. No site reconnaissance or field measurements
of existing street improvements, lines of occupation, etc., will be required.
c. Category 3 (Difficult): Areas along the proposed streets where the ROW/Plan
Lines will require a significant amount of research and investigation. That is,
there is minimal and/or conflicting documentation regarding ROW/Plan Line
locations. Apparent conflicts exist between right-of-way iines and existing street
improvements. ROW locations are not symmetrical about existing street
construction and vary in width at numerous locations along the street.
Intersection geometry is complex and non-symmetrical. Significant analysis and
interpretation of existing documents will be required in order to establish the
,intent of the ROW/Plan Line location and widths. Additional City input and
coordination will be required. Site reconnaissance and field measurements of
existing street improvements, lines of occupation, etc., will be required.
Step 4: Prepare ROWIPIan Line Drawings:
1. Perform initial detailed analysis of available existing right-of-way and proposed plan line
documents. Perform additional research and obtain additional documents as
necessary.
2. Perform site reconnaissance•and fiield measurements, as required under Category 3.
3. Perform initial calculations and layout of ROW/Plan Line locations.
4. Obtain City input to resolve apparent conflicts or discrepancies, as required under
Category 3.
5. Prepare AutoCAD drawing containing the existing right-of-way line and future plan line
information.
Step 5: Prepare Electronic File for GIS integration:
1. G&M shall meet with City's GIS coordinator to obtain and review additional information
regarding the GIS database. This step is to be used to determine how the plan line data
shall be presented in order to integrate smoothly with the existing database.
2. Georeference AutoCAD file for integration into the GIS system
3. Import AutoCAD file containing the ROW1PIan Line information into GIS.
4. Complete attribute information for newly created ROW/Plan Lines and other pertinent
information.
Step 6: Document the Plan Line/ROW system:
Consulting Services Agreement between 120-28-179
City of San Leandro and Greenwood and Moore, Inc.--Exhibit A Page 17
