b. Site Development Plans: Review existing site development plans to determine if <br />they can be used to establish current or future right-of--way locations along or <br />adjacent to the frontage of the development. <br />c. Aerial Photo rg aphs: Review existing City aerial photographs, including the <br />existing right-of-way and property line attributes thereon, to determine the <br />general accuracy and completeness of the data, the character and width of the <br />street improvements, identify apparent conflicts between right-of-way lines and <br />existing improvements, etc. <br />d. Assessor's Parcel Maps: Review the Alameda County Assessor's Parcel Maps <br />to obtain record information on existing right-of-way widths, parcel frontage <br />dimensions, filed map references, etc. <br />e. Filed Mags: Review tilled maps such as parcel maps, tract maps and record of <br />surveys along the streets in question to assist in the determination of existing <br />right-of-way locations. <br />f. Property Deeds: In some instances, it may be necessary to review the legal <br />descriptions in grant deeds for certain properties to aid in the determination of the <br />existing right-of-way location. <br />Step 3: Determine Initial Category Designations: <br />1. Once atl of the above documents have been compiled, reviewed and organized, each of <br />the subject streets will be assigned to one of the following three categories, based upon <br />the anticipated complexity of the ROW/Plan Line analysis: <br />a. Category 1 (Easy): Areas along the proposed streets where the plans lines can <br />be easily and quickly determined. That is, there is existing documentation that <br />accurately defines the existing right of way or plan lines. ROW locations are <br />symmetrical about existing street construction, ROW/Plan Line are clearly <br />identified by available City documentation along the entire length of the street in <br />question. Intersection geometry is symmetrical and all return radii are well <br />established. To be considered Category 1, all required ROW/Plan Line <br />information is readily available and no calculation or interpretation of the intended <br />ROW/Plan Line configuration is required. <br />b. Category 2 (Moderate): Areas along the proposed streets where the <br />determination of ROW/Plan Lines will require a moderate amount of research <br />and investigation. That is, there is reasonable and non-conflicting documentation <br />regarding ROW/Plan Line locations, Right-of-way lines are primarily symmetrical <br />about existing street construction but may vary in width at a few locations along <br />the street. Intersection geometry is primarily symmetrical. Some analysis and <br />interpretation of existing documents will be required in order to establish the <br />intent of the ROW/Plan Line locations and widths.
