Ayes: 6; Noes: 1 (Souza)

B. Matter of an Ordinance Amending the San Leandro Municipal Code by Adding a New
Chapter 3-20 Relating to Emergency Medical Services.

This being the time and place for the Public Hearing on the above matter, Mr. Jermanis
gave a brief background on the matter and introduced Assistant City Manager Steve
Hollister. Mr. Hollister gave a short presentation, providing additional information
on the proposed ordinance, which is being proposed at the request of the Alameda
County Emergency Medical Services Agency (EMS). The proposed ordinance would
allow the Alameda County EMSA to better insure high quality medical transport,
address customer service complaints, and coordinate disaster relief response.

Mr. Hollister and Alameda County Fire Chief Sheldon Gilbert responded to questions
from the Council.

Councilmember Souza asked if the local ambulance companies have been notified of
the proposed ordinance.

Councilmember Starosciak suggested that the Council could pass the ordinance to
print, and the ambulance companies could then be notified. Mr. Jermanis indicated
that staff could handle this notification.

The Hearing was then opened to the public.

Jon Bonhoff, Alameda County EMSA
, addressed the City Council, commenting
that the ambulance companies doing business in Alameda County were invited to a
meeting to discuss the proposed local ordinances. Those that attended had no
objections.

There being no further comments from the public, and without objection, the Public
Hearing was closed.
