ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Discussion of Consideration of Ballot Measures for the November 4, 2008 Election on: <br /> <br /> Modernization of Utility Users Tax (UUT) Ordinance <br /> Clarification of the Purpose of the Emergency Communication System Access Fee <br />(911 Fee) Ordinance <br /> Police Services Parcel Tax <br /> <br />Mr. Jermanis reported that City staff and the City Council Revenue Ad Hoc Committee <br />have discussed various revenue measures for consideration for placement on the <br />November 4, 2008 election ballot. Mr. Jermanis provided details on the proposals for a <br />to clarify the purpose of the Emergency Communication System Access Fee <br />Ordinance, and a measure to implement a Police Services Parcel Tax. <br />Councilmember Grant, who chaired the Ad Hoc Committee, provided additional <br />information on the proposed ballot measures. <br /> <br />Mr. Jermanis indicated that the decision to place any measures on the ballot should be <br />approved either at the Councia special meeting held on <br />July 28. Staff would provide draft language of the proposed measures at that time. <br />Councilmember Grant requested that when the matter is discussed again, staff provide <br />information regarding how the revenue is proposed to be spent. Mr. Jermanis indicated <br />that this information could be incorporated in the text of the measures. <br /> <br />Councilmember Gregory commented on the features of the proposed measures, and on <br />the experience and expertise of the staff members who helped the Committee craft the <br />measures. <br />Mayor Santos commented on his commitment to increase police staffing to 100 sworn <br />personnel. <br />Councilmember Prola stated his support for the Police Services Parcel Tax. He asked <br />whether the City had conducted a poll to assess the success of such a measure. <br /> <br />Councilmember Grant commented that the Ad Hoc Committee discussed the lack of <br />poll data, but was challenged by time and necessity to provide a recommendation to the <br />Council. If San Leandro Unified School District (SLUSD) chose to put a parcel tax on <br />the ballot, then the Committee members agreed that they would not recommend one. <br />The poll conducted by SLUSD included questions related to the City, but the responses <br />did not receive two-thirds support. Councilmember Grant noted that, in order to get the <br />two-thirds support, a good public information and involvement campaign would be <br /> <br />
