She stated that the Committee was inclined to go forward with the parcel <br />tax measure, since there is community recognition of increased public safety needs. <br />Councilmember Souza commented that, of the three options, she has the strongest <br />support for the Police Services Parcel Tax. She pointed out that the San Lorenzo <br />Unified School District (SLzUSD) is placing a bond measure on the November ballot, <br />and she expressed concern about competing with the School District. <br />Public Comments on Item 10.A.: <br /> <br />Charles Gilcrest, San Leandro resident <br />, addressed the City Council, commenting on <br />the need for poll data to assess support for a proposed Police Services Parcel Tax, and <br />suggesting that there would be time to perform a survey. Mr. Gilcrest commented on <br />the need to build a community coalition to support the parcel tax. <br /> <br />End of Public Comments on Item 10.A. <br />Councilmember Souza suggested that it would be helpful for the Council to determine <br />what other local revenue measures would be competing with a City measure on the <br />November ballot. <br /> <br />Councilmember Grant suggested bringing this matter back at the next meeting for <br />further discussion, with staff providing additional information. There was consensus of <br />the Council to do so. <br /> <br />B. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Souza reported that she attended a meeting of the Associated <br />Community Action Program (ACAP) Governing Board and Community Board. She <br />commented on BETA (Bayfair Employment Training Academy), a program located at <br />Bayfair Center, which provides job training and assistance to local youth. <br />Councilmember Souza commented that she would like to see if the City could provide <br />information about its job opportunities to BETA. She noted that Nanette, Executive <br />Director of ACAP, has been very effective at obtaining grant funding for the program. <br /> <br />Councilmember Grant reported on a meeting of the Alameda County Housing <br />Authority Commission. Former Hayward Councilmember Bill Ward, a long time <br />member of the Commission, was honored for his service. The Housing Authority is <br />renovating its building, and plans to name a conference room after Councilmember <br />Ward. <br /> <br />
