MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 7, 2008 <br />Ms. Knudtson praised the City Council for its endorsement of the California Children's <br />Outdoor Bill of Rights. In support of this initiative, the Recreation and Human Services <br />Department is offering several summer events for families, including Family Camp <br />Night, Family Hawaiian Party at the Pool, and Family Fishing. <br />D. Minute Order No. 2008-019, Resolution Commending ~inanda Goldt for Her Years <br />of Service on the Board of Zoning Adjustments (approves ceremonial resolution of the <br />City Council). (1019) <br />The City Council approved the resolution commending Amanda Goldt for her <br />years of service on the Board of Zoning Adjustments. <br />Mayor announced that Amanda Goldt could not be present at tonight's meeting. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit <br />it to the City Clerk so the order of speakers may be determined and an official record of <br />names and addresses obtained. <br />A. Matter of PLN2008-00022, Appeal by P. Woolston and L. Franke of the Decision of the <br />Board of Zoning Adjustments Approving a Site Plan Review, Conditional Use Permit, <br />and Parking Exception; to construct cone-story 1,300 square foot additional dwelling <br />unit to the rear of the existing single-family home at 78 Williams Street (PLN2008- <br />00003); P. Woolston and L. Franke (appellants); Assessor's Parcel Number 77-549-11; <br />D. and S. Christian (applicant and property owner); DA-3 Downtown Area 3 District. <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave a brief background on the item and introduced Planner Elmer Penaranda. <br />Mr. Penaranda gave a PowerPoint presentation, describing the proposed project, the <br />reduction of the proposed addition to a single story, and the discussion and decision by <br />the Board of Zoning Adjustments (BZA). <br />Peter Woolston, the Appellant, addressed the City Council, commenting that the <br />proposed addition would make the dwelling too large for the substandard lot. Mr. <br />Woolston expressed concern that the structure would block the light to, and views <br />from, his yard and his neighbor's yard. Mr. Woolston noted that the General Plan <br />addresses the preservation of neighborhood character, and that the single family <br />character of the neighborhood would be diminished by the construction of this project. <br />Mr. Woolston stated that this project would set a bad precedent, and requested that the <br />Council consider its denial. <br />
