CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: July 23, 2008 <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo . ~ermanis <br />Ci anager <br />TO: City Council <br />FROM: John Jermanis, City Manager <br />RESOLUTION OPPOSING STATE BUDGET DECISIONS THAT WOULD `BORROW" <br />LOCAL GOVERNMENT, REDEVELOPMENT AND TRANSPORTATION FUND <br />SUMMARY AND RECOMMENDATION <br />The League of California Cities is recommending all cities take action to notify the Governor <br />and Legislators that they should not consider borrowing local government (including <br />redevelopment) and transportation revenues to help resolve the current state budget dilemma. <br />For months the state officials have been working to close a projected S15 billion budget deficit. <br />It is recommended the City Council adopt a resolution in opposition to any state budget plan that <br />would involve the borrowing or taking of local government resources as a means of reducing this <br />deficit. <br />BACKGROUND <br />The Governor has previously stated his opposition to the borrowing or taking of local <br />government funds because voters have approved protections for local government and <br />transportation revenues in 2004 and 2006. With local government agencies facing severe <br />financial challenges at this time it is particularly important that the state balance its budget using <br />its own resources and means. <br />CONCLUSION <br />It is recommended the City Council approve the resolution in opposition to any budget proposal <br />by the state to borrow or take local government resources to reduce the projected 2008-09 budget <br />deficit. <br />
