CITY OF SAN LEANDRO
STAFF REPORT
DATE: July 23, 2008
APPROVED AND
FORWARDED
TO CITY COUNCIL
Jo . ~ermanis
Ci anager
TO: City Council
FROM: John Jermanis, City Manager
RESOLUTION OPPOSING STATE BUDGET DECISIONS THAT WOULD `BORROW"
LOCAL GOVERNMENT, REDEVELOPMENT AND TRANSPORTATION FUND
SUMMARY AND RECOMMENDATION
The League of California Cities is recommending all cities take action to notify the Governor
and Legislators that they should not consider borrowing local government (including
redevelopment) and transportation revenues to help resolve the current state budget dilemma.
For months the state officials have been working to close a projected S15 billion budget deficit.
It is recommended the City Council adopt a resolution in opposition to any state budget plan that
would involve the borrowing or taking of local government resources as a means of reducing this
deficit.
BACKGROUND
The Governor has previously stated his opposition to the borrowing or taking of local
government funds because voters have approved protections for local government and
transportation revenues in 2004 and 2006. With local government agencies facing severe
financial challenges at this time it is particularly important that the state balance its budget using
its own resources and means.
CONCLUSION
It is recommended the City Council approve the resolution in opposition to any budget proposal
by the state to borrow or take local government resources to reduce the projected 2008-09 budget
deficit.
