CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: July 28, 2008 <br />TO: San Leandro City Council <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />FROM: John Jermanis, City Manager r <br />BY: Steve Hollister, Assistant City Manager <br />Jacquelyn Diaz, Assistant to the City Manager <br />Perry Carter, Interim Finance Director 0~- <br />SUBJECT: MATTER OF CONSIDERATION OF PLACING A POLICE SERVICES <br />PARCEL TAX ON THE NOVEMBER 4, 2008 ELECTION BALLOT <br />SUMMARY AND RECOMMENDATION <br />This report provides an overview of the proposed Police Services Parcel Tax (PSPT), one of <br />three proposed revenue enhancements for consideration by the City Council for the November 4, <br />2008 election. Staff recommends that the City Council take the following actions at the July 28, <br />2008 City Council meeting: <br />1. Approve a Resolution which: <br />a) Calls for Submission of a Question to the Qualified Voters Relating to the <br />Implementation of a Police Services Parcel Tax; <br />b) Consolidates the Special Municipal Election with the General Municipal Election to be <br />held November 4, 2008 <br />c) Approves the Form of the Ballot Question; <br />d) Sets Forth Procedures for Ballot Arguments; and, <br />e) Directs the City Clerk to Submit the Measure to the City Attorney for Impartial Analysis. <br />2. By motion, appoint the Revenue Ad Hoc Committee of the City Council to Author a Ballot <br />Argument in Favor of the Police Services Parcel Tax Measure. <br />3. Approve the form of an Ordinance of the Voters Establishing a Special Tax for Police <br />Services. <br />BACKGROUND <br />The Revenue Ad Hoc Committee of the City Council (Ad Hoc) was established in March 2008 <br />by the City Council to provide additional revenue/expenditure analysis and recommendations to <br />the City Council. At the conclusion of the June 30, 2008 Ad Hoc meeting, three potential <br />revenue concepts were discussed and agreed upon to forward to the full City Council for <br />consideration at the July 7, 2008 meeting.
