Sims, Director,~J <br />Community Development Department <br />BY: Cynthia Battenbergsiness Development Manager <br />Community Development Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF COOPERATION AGREEMENT BETWEEN THE CITY OF SAN LEANDRO <br />AND THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO FOR THE <br />PURPOSE OF UNDERTAKING REDEVELOPMENT ACTIVITIES WITHIN THE WEST <br />SAN LEANDRO/MAC ARTHUR BOULEVARD REDEVELOPMENT PROJECT AREA AT <br />A COST NOT TO EXCEED SIX HUNDRED SEVENTY THOUSAND DOLLARS ($670,000) <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council and Redevelopment Agency adopt the resolutions <br />approving a Cooperative Agreement between the City and Agency to undertake street <br />rehabilitation work for portions of Doolittle Drive between the northern City limits and Davis <br />Street, and the design and reconstruction of Adams Avenue from Doolittle Drive to Bigge Street <br />The Cooperative Agreement provides for Agency funding and City oversight for the street <br />rehabilitation work. <br />BACKGROUND <br />Analysis <br />The Redevelopment Agency recently completed Phases 1 and 2 of the Doolittle Drive Gateway <br />streetscape enhancement program on Doolittle Drive from the northern City limits to Davis <br />Street, which included new sidewalks, curbs and gutters, installation of landscaped medians and <br />new street lighting. The work involved extensive cuts, excavations and patches within the <br />roadway pavement area, which are unsightly and contribute to a very bumpy ride for vehicles. <br />Staff is proposing to slurry seal the affected pavement areas as part of the Annual Street Sealing <br />Program to provide a smooth surface in the roadway, complimenting the other improvements <br />recently completed in the area. The estimate to slurry seal this section of pavement is $270,000. <br />
