Cooperation Agreement between the City of <br />San Leandro and the Redevelopment Agency 2 August 13, 2008 <br />As part of its Annual Overlay/Rehabilitation Program, the City is proposing to reconstruct <br />Adams Avenue from Doolittle Drive to Bigge Street, in the vicinity of the recently completed <br />Doolittle Drive Gateway improvements. Unfortunately, due to the current year's budget <br />constraints, the City does not have sufficient funds in its General Fund to completely fund the <br />project. Since the project is in the West San Leandro/MacArthur Redevelopment Project Area <br />and serves as a major access road to one of the City's industrial clusters, the Agency would like <br />to cooperate with the City on this project and provide the necessary additional funding for the <br />project in the amount of $400,000. <br />Current City CounciURedevelopment A~ency Policy <br />• As elements of the Capital Improvement Program, the City's Master Plan of City Street and <br />the related Pavement Management System set guidelines and timeframes for the repair and/or <br />reconstruction of roadway infrastructure, and encourages coordination of projects where <br />possible. <br />• The Redevelopment Agency's 2004-2009 Implementation Plan identifies the Doolittle Drive <br />Gateway project and similar roadway projects as being of highest priority in implementing <br />the objectives of the Agency in reducing blight in the West San Leandro/MacArthur <br />Boulevard Redevelopment Project Area. <br />• The Mid-Term Review of the Redevelopment Agency's 2004-2009 Implementation Plan <br />added as a priority the reconstruction and/or significant repair of aging infrastructure along <br />major arterials and other major corridors in the West San Leandro/MacArthur Boulevard <br />Redevelopment Project Area. <br />Previous City CounciURedevelopment A~ency Action(s) <br />• On June 2, 2008 by Resolution No. 2008-058, the City approved the Budget for FY 2008-09, <br />including the annual Pavement Management System Program improvements. <br />City Council Committee Review and Action <br />• On April 15, 2008, the Council Finance Committee reviewed the various issues related to the <br />Proposed Budget for FY 2008-09, including the Annual Street Sealing Program and the <br />Annual Overlay/Rehabilitation Program. <br />Applicable General Plan Policy <br />• Policy 7.09 -West San Leandro Business District: Action 7.09-A, Doolittle Drive Gateway, <br />specifically identifies streetscape improvements along Doolittle that upgrade the appearance <br />of this important gateway <br />• Policy 8.03 -Aesthetics: encourages upgrading the City's commercial corridors. <br />• Policy 8.06 -Commercial Uses with an Industrial Character: directs the City to maintain <br />areas in the City that are appropriate for industrial uses. <br />
