Reports on City Council Committees <br />1. Facilities and Transportation Committee Meeting of July 1, 2008. Accepted as <br />submitted. <br />2. Rules and Communications Committee Meeting of July 3, 2008. Accepted as <br />submitted. <br />Recommendation for City Council Consideration: <br />a. Schedule consideration of amendments to Sections 1-3-1105 and 1-3-1110 <br />of the San Leandro Municipal Code relating to the method for nominating <br />members to the Recreation and Parks Commission. <br />Mr. Jermanis indicated that the City Council would take the lead on the <br />nomination process. If there is concurrence to move forward with this item, <br />staff will return with amendments to the ordinance. <br />Councilmember Souza. stated that she felt the Council should move ahead <br />with the two names that the San Lorenzo School District has already <br />submitted, noting that the City has not always required three names from the <br />School Districts in order to appoint a representative. Councilmember Souza <br />agreed that changes should be made to the ordinance; however, the process <br />should not be delayed while these changes are made. She noted that there <br />are two applicants that are very willing to serve. Councilmember Souza <br />suggested that the process could be changed to be handled more like other <br />commission vacancies, eliminating the three applicant requirement, while <br />keeping the School District informed during the process. Ms. Williams <br />indicated that the current language in the ordinance makes submission of <br />three names mandatory. <br />Mayor Santos noted that the matter of the School District Representatives <br />had been discussed by the Council in the recent past. At that time, it was <br />noted that the School Districts tended to have difficulty fmding three <br />applicants to put forward. Mayor Santos recalled that there was a suggestion <br />to eliminate the two School District Representative positions. <br />Councilmember Souza suggested that the ordinance language could be <br />changed to require that the School Districts submit "up to" three names, to <br />simplify the process. <br />Mayor Santos suggested bringing the matter back to the Rules and <br />Communications Committee for another full discussion. <br />Mr. Jermanis stated that the Rules Committee had discussed amending the <br />ordinance to give the City Council the responsibility for selecting the School <br />
