• With money from its General Fund, the City provided funding to twenty-one (21) non- <br />profit social service agencies that offer a total of twenty-two (22) programs. Services <br />provided include childcare, adult literacy, health & counseling, and catering to the needs <br />of several target groups such as the homeless, adults, youth, persons with disabilities, and <br />children & women in crises. Four (4) CDBG-funded agencies (DSFRC, ECHO Housing, <br />BFWC, and Project Literacy) also received General Fund monies in FY2007-08, <br />reflecting the City's leveraging efforts for CDBG. <br />♦ Adult Literacy <br />Project Literacy promotes adult, youth, and family literacy through tutoring, community <br />outreach, volunteerism, and collaborative partnerships. Project Literacy provides free literacy <br />support services and a computer lab to the functionally illiterate population. This program's <br />primary goal is to help low- and moderate -income individuals gain literacy skills that they can <br />apply in social, educational, employment, and community settings, thereby increasing their <br />independence and self sufficiency. Project Literacy provided adult literacy services to 182 <br />students, of which forty (40) were new students, exceeding their goal by 121%. The large <br />majority or 89% of the students ranged from extremely low-income to low-income clients. <br />Seventy-four percent (74%) of the students increased their independence and self-sufficiency as <br />indicated by their demonstration of new applications of literacy skills. The program, in addition, <br />recruited and trained seventy (70) tutors, who provided 19,198 volunteer tutor service hours. <br />Priority # 10. Support public facilities and other community improvements. <br />• With regard to Americans with Disabilities Act (ADA) improvements, sixty-five (65) <br />new curb ramps were constructed this fiscal year. HUD funds were not used for the new <br />curb cuts. <br />• The City continued to work closely with San Leandro Hospital on the proposed Senior <br />Center since the building will be located on a parcel acquired from the hospital. The City <br />and San Leandro Hospital will also share the new parking lot. Due to funding limitations <br />and contractual obligations, the proposed Senior Center project has been planned to be <br />constructed into two (2) phases that will be partially funded with CDBG funds. Phase I <br />improvements consist of a northern parking lot, entry road, and installation of a new <br />traffic signal. Phase 2 work will complete the project with construction of the Senior <br />Center building and southern parking lot. Bids were opened for the Phase 1 site <br />improvements on July 9, 2007. There were six (6) bidders with bids ranging from $1.6M <br />to $1.9M. A contract was awarded to the low bidder, OC Jones and Sons. Construction <br />is currently underway, and the Phase 1 improvements are anticipated to be completed in <br />Winter 2008. Design of Phase 2 building was also completed. The project is currently <br />out for public bid with a bid opening scheduled for July 22, 2008. <br />HCD informed the City late in FY2007-08 that the Senior Center was approved for a <br />$245,000 grant from the HUD -Economic Development Initative (EDI) Program. <br />However, the HCD-EDI agreement will not be executed until FY2008-09. <br />Final Consolidated Annual Performance and Evaluation Report: FY2007-2008 <br />City of San Leandro <br />Page 14 <br />
