F. Refuse containers and recycle bins shall be left in the designated areas on the property or in the rear yard area, and out of view from the public right-of--way on non-service days. G. No items shall be stored on top of any parked vehicle. VIII. FENCING AND SCREENING REQUIREMENTS A. Any electrical or gas meters, utility switch boxes, telephone, interface cabinets, outdoor refuse, storage areas or other utility feature shall be screened from view by a fence, wall or landscaping; details subject to the approval of the Community Development Director. B. All exterior mechanical equipment such as air conditioning/heating units and radio/television antennas shall be screened from view so as not to be visible from adjacent properties or streets to the satisfaction of the Community Development Director. This condition shall not apply to wireless cable receivers that do not exceed three feet in diameter. IX. CONSTRUCTION PROVISIONS A. Construction activity shall not commence prior to 8:00 a.m. and shall cease by 7:00 p.m. Monday through Friday, and construction activity shall not commence prior to 8:00 a.m. and shall cease by 5:00 p.m. on Sunday and Saturday. No such construction is permitted on Federal holidays. As provided in this City of San Leandro's Noise Ordinance (ORDINANCE NO. 2003 - 005), "construction" shall mean any site preparation, assembly, erection, substantial repair, alteration, demolition or similar action, for or on any private property, public or private right-of--way, streets, structures, utilities, facilities, or other similar property. Construction activities carried on in violation of this Article may be enforced as provided in Section 4-11-1130, and may also be enforced by issuance of a stop work order and/or revocation of any or all permits issued for such construction activity. B. Construction activity shall not create dust or safety hazards for adjacent properties. Dirt and mud shall not be tracked onto Williams Street, East 14th Street, Washington Avenue or any nearby streets from the project site. C. Construction debris, and construction materials and equipment shall not be left in the front yard setback of the existing home. X. GENERAL CONDITIONS A. There shall be no outside storage of any type in the landscaped areas, uncovered parking areas, and driveways accessing the off-street parking facilities. Those areas shall be kept free of obstruction and available for their designated use at all times. B. The final construction documents for building permits shall include a designated area for refuse and recycle containers on the property.
