MINUTES Page 11 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />Agency Joint Meeting-September 2, 2008 <br />Commercial Facade Improvement Program to Allow the Executive Director <br />to Administratively Approve Loans of up to $25,000. (2917) <br />M/S/C Grant and Prola. Ayes: 7; Noes: 0 <br />The Redevelopment Agency approved a minor amendment to the <br />Commercial Facade Improvement Program to allow the Executive <br />Director to administratively approve loans of up to $25,000. <br />2. City and San Leandro Unified School District Liaison Committee Meeting of July <br />17, 2008. Accepted as submitted. <br />Councilmember Prola inquired about the new vapor recovery requirements for the <br />fueling station. Public Works Services Director reported that, due to the age of the <br />vehicles, most of the City's fleet is compliant with the new regulations; however, <br />most of the School District's is not. <br />3. Finance Committee Meeting of July 29, 2008. Accepted as submitted. <br />Councilmember Starosciak stated that she would like this matter to be referred <br />back to the Finance Committee for further review, noting the large amount of <br />RDA funds already committed. Councilmember Starosciak commented that she <br />would like the Committee to look at the fmancing arrangement between the City <br />and the San Lorenzo Unified School District for the Washington Manor Middle <br />School gymnasium upgrade. Councilmember Starosciak stated that she would <br />like to see more leveraging of funds and matching funds, rather than a <br />prepayment, in light of the City's current fmancial situation. <br />Recommendation for City CounciURedevelopment Agency Consideration: <br />a. Schedule discussion of a $2.3 million Redevelopment Agency fmancial <br />assistance through payments for construction of the San Leandro Unified <br />School District (SLUSD) 9th Grade Campus. <br />By consensus, the City Council referred the matter back to the City <br />Council Finance Committee. <br />Councilmember Prola commented on the debate on GASB 45, and stated that he <br />would be in favor of using CaIPERS, as it is awell-established organization. <br />Vice Mayor Stephens commented that he has worked with both CaIPERS and <br />PARS, and found them both to be very good systems. <br />
