Exhibit A-3 <br />Scope of Work -Measurement and Verification Services <br />Siemens shall perform Measurement and Verification services for a period of one <br />hundred and eighty (] 80) months immediately following Acceptance of the Work or, if <br />agreed by both Parties, to meet SGIP requirements. The Services provided in this Exhibit <br />are designed to perform the metering, logging and reconciliation to monitor the <br />performance and availability of the equipment for Performance Assurance purposes, to <br />track the operation of the equipment to exercise the planned maintenance activities at the <br />required intervals, and to provide real-time notification to City staff of issues relating to <br />the equipments output or operation. <br />The schedule of activities, communication protocols, reports to be issued, and procedures <br />to be followed shall be set out in the Operation and Maintenance Manual. <br />At a minimum the Scope of Work for this Exhibit shall be: <br />A. Siemens shall monitor the operations of the equipment on a continual basis and <br />notify the City within 24 hours of discovery issues related to gas production or <br />gas quality that may impact the performance of the equipment. Frequency of <br />monitoring will be as follows: once a month for three months, then quarterly <br />thereafter. If during the quarterly measurement the fuel quality is found to be out <br />of specification, measures will be taken to identify the problem. Once the <br />problem is identified, the frequency will return to once a month for three months <br />and then quarterly thereafter. <br />B. Siemens shall provide a written report on a quarterly basis, the format to be <br />mutually agreed to during the design of the Work, reporting at a minimum: gas <br />volume; gas quality; runtime hours of each engine; electrical energy produced by <br />each associated generator; problem reports; and maintenance activities, both <br />scheduled and unscheduled; <br />C. Siemens shall also provide an annual cumulative summary report, the format to be <br />mutually agreed to during the design of the Work, of the operations of the <br />equipment for purposes of determining the system performance as related to the <br />Performance Assurance -Exhibit C. <br />D. Siemens shall provide all necessary data and reports necessary in support of the <br />Renewable Energy Certificates. <br />City reserves the right to audit the reports provided by Siemens at any time and if found to be <br />in error, Siemens shall take actions necessary to correct the reports and to make adjustment in <br />the process to prevent similar issues in future reports. <br />WPCP Cogeneration 090808 -Page 38 of b0 <br />
