Planning Commission Meeting Minutes August 28, 2008 <br />Agenda No. OS-16 Page 4 of II <br />Planner Millenbah clarified, explaining that the intention is to have most animal usage <br />areas remain indoors, because to date there have been complaints of boarded animals <br />remaining outdoors virtually around the clock, creating noise and odor issues. <br />Commissioner Finberg asked whether the BZA has weighed in on the proposed changes <br />in the Site Plan Review process. <br />Planner Millenbah said no, the BZA has not, but Secretary Livermore explained that <br />the proposed change would be consistent with past staff practice. Whenever there has <br />been an item requiring both BZA and Planning Commission review, the item that <br />required BZA approval has been given to the Planning Commission for review. This <br />proposed change codifies staff practice. Scoping and Notice of Preparation (NOP) for the preparation of an <br />Environmental Impact Report (EIR) for the Kaiser Permanente San Leandro <br />Medical Center/Marina Point Mixed-Use Development Project. The proposed project <br />would be located on a 65-acre site near I-880 and Marina Boulevard (bounded <br />generally by I-880, Marina Boulevard, Fairway Drive and Merced Street). <br />ICI Development Company proposes to develop the northern approximately 30 acres <br />of the site with amixed-use project consisting of up to 387,000 square feet of retail <br />(large format stores, multi-tenant retail uses, restaurants, soft goods and service- <br />oriented retailers) and up to 250 one- and two-bedroom apartments. <br />Kaiser is proposing up to 865,000 square feet of medical uses on the southern <br />approximately 35 acres of the site. The medical uses would include a 434,000-square <br />foot, six-story, 262-bed hospital; a 400,000-square foot, six-story hospital support <br />building; a 35,000-square foot central utility plant; a 20,000-square foot outdoor <br />service yard; and up to 2,510 parking stalls. Parking facilities could include surface <br />parking and an additional 800-stall, five-story parking structure. <br />
