Staff proposes that government offices (for a higher <br />level of emergency services), and animal boarding, be allowed as conditional uses <br />in IL, IG and IP zones, and certain large-collection recycling facilities be allowed as <br />conditional uses in the IP Zone. <br />o Parking requirements. The proposal would redefine the point at which an additional <br />parking space is required. Currently, any fractional amount triggers a requirement <br />for an additional parking space; under the proposal, a fractional amount equal to 0.5 <br />or more would trigger the requirement. Thus, if the requirement for a commercial <br />office building is one space per 300 square feet of office, under the proposed <br />change, a 6,100-square-foot office building would require 20 parking spaces <br />(6100/300=20.3) rather than 21. The number would be rounded up only when it <br />equals or exceeds 0.5. Thus, a 6,800-square-foot office building would require 23 <br />spaces (6800/300=22.6, rounded up to 23). <br />o Site plan review. This proposal provides for new amenities and design criteria to be <br />included in the Site Plan Review process for any new projects requiring a <br />Conditional Use Permit in the DA zones. Under this proposal, certain projects that <br />require Site Plan Review also would go to the Planning Commission instead of the <br />Board of Zoning Adjustments. With this change, an applicant needing approvals <br />beyond the Site Plan Review could go to one body (the Planning Commission) <br />instead of both the Planning Commission and the BZA. For example, a Site Plan <br />Review permit application traveling with a subdivision map application would go to <br />the Planning Commission because the subdivision map requires Planning <br />Commission approval. <br />Vice Chair Dlugosh invited members of the public to come forward to make comments. <br />There were none. <br />Motion to Close Public Hearing <br />Finberg /Abero; 5 Aye, 0 No, 2 Absent -Approved <br />Vice Chair Dlugosh invited comments and questions from Commissioners. <br />Commissioner Abero wondered why some of the proposed changes are coming about <br />now, specifically "the 50 percent rule" in calculating parking spaces. She noted that <br />during the TOD Strategy sessions, fractional numbers had already been discussed, and <br />she thought, agreed upon. <br />Planner Millenbah said that when looking at development projects, the current standard <br />rounds up with 1.1 and above, resulting in a higher parking standard. He added that the <br />proposed change represents the way most cities handle such issues the existing parking <br />standard would result in "more parking at the margin" between 1.1 and 1.4 spaces. <br />Commissioner Abero said that in the past if the fraction was 0.1, another space was <br />required. She also asked about the proposal to provide for kennels for boarding animals <br />with no outdoor space. <br />
