Planning Commission Meeting Minutes August 28, 2008 <br />Agenda No. 08-16 Page 9 of II <br />Commissioner Brannan reiterated an issue raised during the public comment period and <br />also in correspondence received about the proposed development. Since this project first <br />emerged, residential units have been a part of the proposal, she said. While the City wants <br />more residential construction and the TOD Strategy calls for additional residences, <br />Commissioner Brannan said that she shares public concerns about the impact of <br />additional families on the school system. While she does not oppose residential growth, <br />she suggested that perhaps ICI might consider a hotel on the site rather than apartments. <br />A hotel would be suitable because the airport is nearby and there are proposals to develop <br />the Marina shoreline. Hotel accommodations would complement shoreline development <br />and also help make San Leandro more of a "destination" city. She noted that a new hotel <br />might either be similar to the Hilton Garden Inn or an extended-stay facility to <br />accommodate families visiting patients in the hospital. Due to concerns about residential <br />development on the site, she concluded, perhaps ICI would consider a hotel instead. <br />Motion to Proceed with the Draft EIR <br />Abero / Brannan; 5 Aye, 0 No, 2 Absent <br />Approved <br />Secretary Livermore thanked the public speakers and Commissioner Brannan for their <br />comments, which now will be addressed in the environmental document. She said that a <br />City Council work session on September 8 will focus on the proposed development more <br />broadly; tonight's meeting focused only on its environmental impact components. <br />Item 7: Miscellaneous <br />a). General Plan Conformity of the proposed sale of the Chamber of Commerce <br />Building at 262 Davis Street to the City of San Leandro. A conformity finding <br />would allow the Redevelopment Agency to execute a lease, purchase and sale <br />agreement with the San Leandro Chamber of Commerce if negotiations are <br />successful. <br />Acting Chair Dlugosh served on the committee for the Chamber of Commerce, to advise <br />the Board of Directors on the sale of the property to the City of San Leandro. He <br />explained his involvement to the City Attorney, who advised that since he (Mr. Dlugosh) <br />made no money for his services, he is not disqualified from voting on the matter. <br />Secretary Livermore reviewed the staff report prepared by Planner Maryann Miller <br />concerning the proposed acquisition of the property located at 262 Davis Street <br />(Assessor's Parcel Number 075-0001-009-02). The property had been identified as a <br />priority because of its location, adjacent to other Agency-acquired parcels that have been <br />the focus of planning efforts to redevelop the entire block and create Town Hall Square. <br />The Agency acquired 250-258 Davis Street (Washington Mutual Bank) and 290 Davis <br />Street (Mustang Bar) in 2004. Preliminary design schematics include a mixed use <br />development with retail on the ground floor and residential above, as well as the closure <br />of a portion of Hays Street. The TOD Strategy (adopted by the City Council in September <br />2007) identified development of Town Hall Square into a mixed use development as a <br />priority. <br />
