Discussion Regarding I-S80 Freeway Soundwall <br />Keith Cooke gave a presentation regarding the I-580 Sound Wall Project. Instead of <br />masonry block, the sound wall at the Estudillo Avenue undercrossing is to be constructed of <br />a clear sound wall material that contains thin vertical lines (as was presented to residents). <br />Caltrans, however, has recommended a "smoky brown" tinted material with no lines instead <br />of the clear. The Committee was asked if the "smoky brown" material is acceptable or if <br />there is a need to go back to the community for input. Discussion ensued and the Committee <br />approved the use of the "smoky brown" sound wall material on behalf of the public. <br />Keith presented information on the proposed new sound wall east bound I-580 near Foothill <br />Boulevard. This project meets the basic criteria set by the CMA far the construction of a <br />new sound wall. He explained the full process of putting a sound wall in place. 100% <br />approval of the first row of residents is needed as well as 75% of the second row of residents. <br />Currently there are two first row residents that are opposed to this project. Councilmember <br />Starosciak asked if it was known why the homeowners are against this project. Keith read <br />from the letters of the opposing homeowners. <br />
