Discussion Regarding I-S80 Freeway Soundwall Keith Cooke gave a presentation regarding the I-580 Sound Wall Project. Instead of masonry block, the sound wall at the Estudillo Avenue undercrossing is to be constructed of a clear sound wall material that contains thin vertical lines (as was presented to residents). Caltrans, however, has recommended a "smoky brown" tinted material with no lines instead of the clear. The Committee was asked if the "smoky brown" material is acceptable or if there is a need to go back to the community for input. Discussion ensued and the Committee approved the use of the "smoky brown" sound wall material on behalf of the public. Keith presented information on the proposed new sound wall east bound I-580 near Foothill Boulevard. This project meets the basic criteria set by the CMA far the construction of a new sound wall. He explained the full process of putting a sound wall in place. 100% approval of the first row of residents is needed as well as 75% of the second row of residents. Currently there are two first row residents that are opposed to this project. Councilmember Starosciak asked if it was known why the homeowners are against this project.
