CITY OF SAN LEANDRO <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />September 4, 2008 <br />4:00 - 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(City Manager's Large Conference Room) <br />HIGHLIGHTS <br />Committee Members <br />present: Mayor Tony Santos (Chair), Councilmembers Diana Souza and Bill <br />Stephens <br />City Staff present: Cynthia Battenberg, Marian Handa, Steve Hollister, Carolyn Knudtson, <br />Luke Sims <br />Public present: Bob Battinich, Charles Gilcrest and Linda Perry <br />Chair Santos called the meeting to order at 4:14 p.m. <br />1. Continued Discussion Regarding West San Leandro-MacArthur Boulevard and <br />Alameda County-City of San Leandro Redevelopment Advisory Committees <br />Business Development Manager Cynthia Battenberg summarized the previous discussions by <br />the Committee on this subject, and reviewed the history of the formation of the Redevelopment <br />Advisory Committees (RACs). She noted that the work of the RACs is now duplicated by the <br />Planning Commission and City Council Housing and Business Development Committee. Ms. <br />Battenberg expressed concern about the staff resources needed to maintain an active committee. <br />Staff recommends that the RACs be consolidated into one committee, and that it meet on an ad <br />hoc basis. It was noted that the committee would be able to solicit more active participation by <br />its members if their service is for a finite term. <br />Ms. Battenberg suggested that if the Committee wished to proceed with the recommendation to <br />consolidate the RACS, it should be accomplished soon, so that the new RAC could provide <br />input in the development of the Redevelopment Agency's Five-Year Implementation Plan. The <br />City Council and Redevelopment Agency would take action to dissolve the current RACs, <br />
